1. Call To Order:
Louis Trujillo called the meeting to order at 4:15 p.m.
2. Announcements:
None.
3. Approval Of Minutes:
Moved by Gary Googins and Seconded by Cynthia Yalcinkaya to approve the November 28, 2023, regular
meeting minutes. Motion Carried.
4. Public Comment:
None.
5. Unfinished Business:
A. Each Commissioner voted to uphold Matthew Shafer’s removal from the Entry Level Police Officer
eligibility list.
B. Louis Trujillo requested the Civil Service Examiner give the Commissioners more time to review appeal
information. He requested inserting language to that effect in the Civil Service Rules. Karen Ritter, Civil
Service Examiner/Secretary, will look at updating the rules for the Commissioner’s review.
6. New Business:
A. Introduction of James Stumbo, new Civil Service Commissioner. **
B. Communications and Community Engagement Coordinator Classification* and Job Bulletin*
Moved by Gary Googins and seconded by Cynthia Yalcinkaya to approve the Communications and
Community Engagement Coordinator classification and job bulletin. Motion Carried.
C. Entry Level Police Officer Job Bulletin*
Moved by Gary Googins and seconded by Cynthia Yalcinkaya to approve the Entry Level Police Officer
job bulletin. Motion Carried.

7. Other Business/Comments
A. Kathleen Booher, who served as the 2023 Vice Chair, was automatically nominated to serve as the 2024
Chair. Gary Googins has offered to serve as Vice Chair. Since Kathleen was absent when this was dis-
cussed, the Commission will revisit this at the January Commission meeting.
B. Louis Trujillo suggested a 5:00 or 5:30 pm start time for the Commission meetings. Will revisit in January
when all Commissioners are present.
C. The 2024 meeting dates were presented and approved by Gary Googins and seconded by Louis Trujillo.
Motion Carried.
8. Adjournment
The meeting was adjourned at 4:44 PM.
