1. Call To Order:
Kathleen Booher called the meeting to order at 4:16 p.m.
2. Announcements:
None.
3. Approval Of Minutes:
Moved by Louis Trujillo and Seconded by Jim Stumbo to approve the January 23, 2024, regular meeting minutes.
Motion Carried.
4. Public Comment:
None.
5. Unfinished Business:
a) Civil Service Rule revisions – pending Karen Ritter
b) Commission declined to change commission meeting to 5:00 or 5:30 at this time.
6. New Business:
A. Drew Govender removal from Entry Level Police Officer eligibility list appeal*
Drew Govender introduced himself and stated that he agrees with the Chief’s decision to remove him
from the eligibility list but believes there was some confusion as he had no desire to hide any
information from Renton. Drew stated that he does not admit to domestic violence, all charges were
dropped and he had discussed the incident with the background investigator. After the integrity
interview, Drew took the polygraph test but failed. Drew stated he also failed the Seattle PD polygraph
but would like to take the alternative polygraph option, EyeDetect, Sgt. Nielsen mentioned as he has no
desire to deceive. Background Investigator, Matt Mazure, stated that Drew was not removed because of
trying to hide anything but rather Renton PD has no tolerance for any incident involving domestic
violence. Mazure also stated that the EyeDetect test is only used for inconclusive polygraph results.
Mazure encouraged Drew to keep applying and to look at smaller agencies. Commissioner Googins
stated he shares Drew’s passion for Renton and stated Renton has set high standards. Commissioner
Yalcinkaya and Stumbo both disagree with Drew’s removal from the eligibility list as Drew provided no
admission to domestic violence.

Commissioners voted 3-2 to uphold Drew’s removal from the eligibility list. Yes – Googins, Booher and
Trujillo; No – Yalcinkaya and Stumbo.
B. Matthew Dimain removal from Entry Level Police Officer eligibility list appeal*
Civil Service Examiner asked if the commissioners had reviewed the appeal information submitted by
the candidate. Commissioners stated they had reviewed and voted 5-0 to uphold Matthew’s removal
from the eligibility list.
C. Entry Level Police Officer Eligibility List* and Examination Report**
Moved by Louis Trujillo and seconded by Gary Googins to approve the Entry Level Police Officer
Eligibility List. Motion Carried.
D. Lateral Police Officer Eligibility List* and Examination Report**
Moved by Cynthia Yalcinkaya and seconded by Gary Googins to approve the Lateral Police Officer
Eligibility List. Motion Carried.
E. Police Services Specialist Job Bulletin*
Moved by Louis Trujillo and seconded by Jim Stumbo to approve the Police Services Specialist job
bulletin. Motion Carried.
F. Communications & Community Engagement Job Bulletin*
Moved by Gary Googins and seconded by Cynthia Yalcinkaya to approve the Communications &
Community Engagement job bulletin. Motion Carried.
