SUBJECT: Entry Level Applicant- Matthew Dimain
I have reviewed the application submitted by entry level applicant Matthew Dimain and
the subsequent background investigation and agree with the recommendation of the
investigator to remove him from the entry level police hiring list.
During the application process Dimain reported being arrested as the aggressor in a
domestic violence- malicious mischief incident. Dimain admitted to losing his temper
when he found out that his wife had allowed their child to play with one of his toys.
Dimain then destroyed the toy out of anger and caused damage to their residence. It
appears that charges were later dropped, which does not condone or exonerate the fact
that Dimain admitted to committing these actions.
Pursuant to RPD Policy 900.3.3 CREDIBILITY AS A WITNESS IN A COURT OF LAW
a. The ability to give testimony in a court of law without being subject to
impeachment due to his/her honesty or veracity (or their opposites) or due to
prior felony conviction.
b. The following may be disqualifying:
1. Conviction of any criminal offense classified as a misdemeanor under
Washington law within three years prior to application.
2. Conviction for two or more misdemeanor offenses under Washington law
as an adult.
3. Conviction of any offense classified as a misdemeanor under Washington
law while employed as a peace officer (including military police officers).
4. Admission(s) of having committed any act amounting to a felony
(including felony-misdemeanor offenses) under Washington law, as an
adult, within five years prior to application or while employed as a peace
officer (including military police officers).
5. Admission(s) of administrative conviction of any act while employed as a
peace officer (including military police officers) involving lying,
falsification of any official report or document, or theft.

8. Any history of actions resulting in civil lawsuits against the applicant or

Due to these acts on Dimain’s part, I believe he lacks the moral values to perform the
duties of a Renton Police Officer. Because of his inability to control his emotions,
apparent issues with anger management and lack of self-awareness I request that
Dimain be removed for cause from the Police Commissioned Eligibility Entry Level hiring
list.

investigation revealed:
In his Personal History Statement,Matthew disclosed that he was arrested for DV
Malicious Mischief in June of 2017.He said the argument with his wife started
over his wile letting their child play with one of Matthew’s toys.Matthew then
destroyed the toy then punched a hole in the wall and broke a bedroom door.

SUBJECT: Entry Level Applicant- Drew Govender
I have reviewed the application submitted by entry level applicant Drew Govender and
the subsequent background investigation and agree with the recommendation of the
investigator to remove him from the entry level eligibility police hiring list.
During the application process Govender reported being arrested on a misdemeanor
assault charge, further scrutiny revealed that it involved a domestic partner (DV),
officers at the scene determined he was the primary aggressor and there was probable
cause to charge him. Govender claims that charges were later dropped and that he was
in fact the victim, and that his former partner had lied about the incident. He does
admit going to her residence to confront her about slanderous statements she had been
making.

Due to the fact that Govender was arrested for DV Assault, which he misrepresented on
his background packet as an assault, I believe he lacks the moral values to perform the
duties of a Renton Police Officer. At the very least this single incident represents poor
decision making on Govender’s part and lack of emotional intelligence. I request that
Govender be removed for cause from the Police Commissioned Eligibility Entry Level
hiring list.

it sounds like there is also a history of unreported physical DV’s between the two.

Dear Karen Ritter,
I would like to send this letter as an appeal for my background process and to have my
name restored on your eligibility list.
I want to make it clear I do not admit to any acts of domestic violence to my knowledge of
what that means. I have never been physically aggressive or fought anyone in my lifetime. I
was arrested for Assault 4 DV by an ex-partner who falsely accused me of being physical
with her after she assaulted me.
There was no conviction, and all charges were dropped.
After terminating my relationship with my ex due to her severe drug use and mental health
issues, I later discovered she was falsely claiming we were still together months later.
Despite moving on with a new partner, I opted for an in-person conversation, driven by her
previous mention of suicidal thoughts. During our discussion at her place, I clarified my
intention for remaining friends, primarily for her safety. An hour into the conversation, I
revealed my involvement with someone else, leading to a heated verbal exchange. In
frustration, I expressed my love for my new partner and not for her anymore. This resulted
in her pushing me to the ground and causing a countertop to fall, injuring my arm. Accusing
her of assault while on the ground, the situation escalated when the landlords intervened
and called the police. An arrest was made against me due to false accusations of pushing
her. Despite her false accusations, the case was dismissed, revealing it to be a poor attempt
to exploit my parent’s income.
During the ongoing case, a protection order was in place in King County. My attorney
advised me not to address it until we dropped the initial charges, intending to handle it
later. However, due to Covid, many cases, including mine in Whatcom County, were delayed
for months. When the charges were dropped and the case dismissed, the protection order
in King County had already expired.
Reflecting on the incident, I acknowledge the need for a different approach, perhaps
handling the conversation over the phone and emphasizing my preference to avoid in-
person interactions. Despite concerns for her mental health. I'm grateful for the justice
system, ultimately revealing the truth in my favor. Having all charges dropped and the case
dismissed.
I acknowledge that this incident may cast a shadow on my pursuit of a career in law
enforcement. However, it doesn't reflect my true character.

My passion for law enforcement is unwavering, and I genuinely believe that I present
minimal risk as a potential employee. Working in this field is not just a job for me; it aligns
with my life's purpose of making a positive impact. I am dedicated to serving the
community on the frontline and meeting all the criteria I aspire to achieve in life, with a
paramount focus on being useful.
If given the chance to work for your agency, I commit to tirelessly contributing to the
betterment of both the community and the esteemed agency. Renton, with its diversity in
people, businesses, and history, is a place I want my family and I to be part of. I have always
felt a deep connection to aiding those in need, especially those who may lack the means to
help themselves.
For me, this is more than just a job; it's a calling. I possess strong communication skills, a
diligent work ethic, patience, kindness, and an ability to connect with people, regardless of
differences. I am confident that I would be an excellent officer for the City of Renton and its
future.

EXAMINATION PROCESS:
Public Safety Testing conducts the initial written test and physical exam and forwards those candidates that pass
the physical agility exam and have a passing score of 70% or more on the written test to the City for further
testing. The written test is valid for 15 months. The Police Department invited the top candidates to an interview
based on the written test scores that the City received. Only those candidates who pass with an 70% or higher
oral board score would be placed on the eligibility list. The oral board score has a 70% weight of the final score
with the written score has a 30% weight.
MINIMUM QUALIFICATIONS REQUIRED:
Must be 21 years of age by the date of the written examination; must be a lawful permanent resident or U.S.
citizen; must be able to read and write the English language; must be a high school graduate or equivalent; must
be able to meet minimum medical standards; must be able to pass a background investigation, psychological
evaluation, drug screen, and polygraph examination prior to hire; must possess a valid Washington State driver’s
license without record of suspension or revocation of driving privileges in this or any other state.
EXAMINATION CONTENT:
The oral board interview consists of a set of 14 structured questions, and the rating of five dimensions, developed
for an entry level police officer. A passing score of 70% or greater on the oral board examination is required to be
placed on the eligibility list.

EXAMINATION PROCESS:
The City invites eligible candidates to apply directly to the City of Renton website for the position of
Lateral Police Officer. Eligible candidates are invited to participate in an oral board. Only those
candidates who pass with a 70% or higher oral board score would be placed on the eligibility list. The
oral board score has a 100% weight of the final score.
MINIMUM QUALIFICATIONS REQUIRED:
At least 12 months experience, within the last 36 months, as a full-time paid Police Officer. The 12 months
of experience will be waived if the applicant has successfully completed a state law enforcement academy
that is recognized by the Washington State Criminal Justice Training Commission (WSCJTC) and was
released due to budgetary constraints and eligible for rehire by that former agency. Must be 21 years of
age by the date of the written examination; must be a U.S. citizen or a lawful permanent resident; must
be able to read and write the English language; must be a high school graduate or equivalent; must be
able to meet minimum medical standards; must be able to pass a background investigation, psychological
evaluation, drug screen, and polygraph examination prior to hire; must possess a valid Washington State

Job Description
The Staff Services Division is the police department’s information gateway. Police Services Specialists are available 24/7 to
serve our officers and community. Specialists provide information in-person, by telephone and radio, process all cases, and
manage report integrity as well as supporting on-duty officers with records checks, call related data and entering urgent
reports into state and national databases. Specialists work as a team and must rely on set procedures while also making
independent decisions. Work is fast paced, challenging and varies by day.
In addition to the salary listed, the following premiums are available:
Education Premium of 4% for an Associate Degree or 6% for a Bachelor's or Master's.
City contributes 4.5% of base wage to a deferred compensation plan for retirement savings. An additional 3% is
available for passing the annual Physical Fitness Test.
A 3% interpreter premium is available.
City contributes 1% of base wage into a VEBA account.
A shift differential provided to those that work the graveyard shift.
Essential Functions:
Support police personnel in their essential duties via radio, telephone, or CAD by answering requests for information
and conducting checks for records, warrants and protection orders.
Perform routine and moderately complex administrative support and customer service work in answering phones,
data processing and other essential law enforcement clerical duties such as filing, scanning, record keeping and
information quality control.
Respond to walk up, email, and telephone inquiries from the public and City personnel; answer a variety of technical
questions, refer individuals to appropriate offices and agencies
Process requests for information according to established guidelines using discretionary decision making including
the dissemination of criminal and civil records.
Work independently on a variety of support duties requiring focus and accuracy related to law enforcement, including
merging reports into the police records management systems and making necessary corrections, processing traffic
and criminal citations, civil papers, and records for departmental use; prepare cases for court docket.
Receive, process, and enter court orders; prepare court orders for service; serve orders in station when required.
Conduct call outs for SWAT, Negotiators, Investigations, Traffic, and other City departments.
Process and issue Concealed Pistol Licenses (CPL) and weapon purchases.
Receive, prepare, enter, recall, or cancel Renton Municipal Court warrants.
Monitor closed circuit security system and the City alarm system, giving proper emergency notification. Operate
police radio console, computer, fax machine, copier, shredder, cellular phone, multi-line telephone, document scanner,
and other office equipment as required.

Work evenings, weekends, and/or holidays as required (overtime eligibility pursuant to collective bargaining
agreement).
Accept and process evidence and found property.

Remain current with relevant technological advancements as it relates to field.

EDUCATION, EXPERIENCE, AND LICENSE REQUIREMENTS:
High school diploma or equivalent.
One (1) year of customer service experience.
Lawful permanent resident or US citizen
Successful passing of a required background check, including:
Personal background investigation
Polygraph examination
Psychological evaluation
Drug-screening test
Obtain the ACCESS (A Central Computerized Enforcement Service System) Certification within 6 (six) months of hire.
PHYSICAL DEMANDS:
Move throughout City facilities and buildings.
Operate a computer and other office equipment.
Communicate with City employees and residents.
Lift or move items weighing up to 20 pounds regularly.
WORK ENVIRONMENT:
Work is performed in an office environment.

New Specialists could be assigned a weekend/night shift for an extended period of time.
Selection Procedure
This is a continuous process. The Police department will conduct interviews on an as needed basis as vacancies occur.
Applicants whose experience and qualifications most closely meet the requirements of the position as determined by the
application materials will be invited to participate in a competitive selection process. A one year eligibility list will be
established requiring a minimum passing score of 70%.

The Renton Police Department is a full-service law enforcement agency with 169 personnel, comprised of 133
commissioned officers and 36 non-commissioned. It is our mission, through collaboration, to provide professional and
unbiased law enforcement services to our community.

ESSENTIAL FUNCTIONS:
Assist the Communications and Community Engagement team, serving as the Public Information Officer as necessary,
conducting on-camera, radio, and in-person interviews, providing media briefings, producing news releases, and
responding to media inquiries.
Must be available for callouts to respond during active incidents during off hours.
Write, produce, and implement department communications to include stories or blog posts about Renton PD, social
media messaging, informative videos, public service announcements, public information campaigns, crime prevention
campaigns, and other marketing programs.
Coordinate with Crime Analyst to collect, analyze, and distribute crime data for crime prevention purposes and
inquiries from the public.

Remain current on the best social media techniques and public information procedures; collaborate closely with other
City departments to ensure consistency in messaging.
Develop, prepare, present, evaluate, and update program presentations to educate individuals, business and
community groups on crime and crime prevention, the police department, and community involvement.
Evaluate proposed construction projects and planned developments through a CPTED (Crime Prevention through
Environmental Design) lens to determine potential impact on the department and the community; provide prevention
information specific to the construction project and/or planned development.
Develop and coordinate outreach events and activities, including developing materials in languages other than
English and establishing partnerships with the City’s culturally diverse communities.
Build partnerships with community members, business partners and community organizations.
Plan, coordinate and attend community events to promote police department programs; appear at various community
functions to represent the department.
Operate police radios, audio-visual equipment, Computer Aided Dispatch (CAD), access and maintain Records
Management System, and other police databases.
Understand and abide by the Police department policies and procedures.
