Call To Order: Kathleen Booher called the meeting to order at 4:16 p.m. 2. Announcements: None. 3. Approval Of Minutes: Moved by Louis Trujillo and Seconded by Jim Stumbo to approve the January 23, 2024, regular meeting minutes. Motion Carried. 4. Public Comment: None. 5. Unfinished Business: a) Civil Service Rule revisions – pending Karen Ritter b) Commission declined to change commission meeting to 5:00 or 5:30 at this time. 6. New Business: A. Drew Govender removal from Entry Level Police Officer eligibility list appeal* Drew Govender introduced himself and stated that he agrees with the Chief’s decision to remove him from the eligibility list but believes there was some confusion as he had no desire to hide any information from Renton. Drew stated that he does not admit to domestic violence, all charges were dropped and he had discussed the incident with the background investigator. After the integrity interview, Drew took the polygraph test but failed. Drew stated he also failed the Seattle PD polygraph but would like to take the alternative polygraph option, EyeDetect, Sgt. Nielsen mentioned as he has no desire to deceive. Background Investigator, Matt Mazure, stated that Drew was not removed because of trying to hide anything but rather Renton PD has no tolerance for any incident involving domestic violence. Mazure also stated that the EyeDetect test is only used for inconclusive polygraph results. Mazure encouraged Drew to keep applying and to look at smaller agencies. Commissioner Googins stated he shares Drew’s passion for Renton and stated Renton has set high standards. Commissioner Yalcinkaya and Stumbo both disagree with Drew’s removal from the eligibility list as Drew provided no admission to domestic violence. Matthew Dimain removal from Entry Level Police Officer eligibility list appeal* Civil Service Examiner asked if the commissioners had reviewed the appeal information submitted by the candidate. Commissioners stated they had reviewed and voted 5-0 to uphold Matthew’s removal from the eligibility list. C. Entry Level Police Officer Eligibility List* and Examination Report** Moved by Louis Trujillo and seconded by Gary Googins to approve the Entry Level Police Officer Eligibility List. Motion Carried. The written test is valid for 15 months. The Police Department invited the top candidates to an interview based on the written test scores that the City received. Only those candidates who pass with an 70% or higher oral board score would be placed on the eligibility list. The oral board score has a 70% weight of the final score with the written score has a 30% weight. MINIMUM QUALIFICATIONS REQUIRED: Must be 21 years of age by the date of the written examination; must be a lawful permanent resident or U.S. citizen; must be able to read and write the English language; must be a high school graduate or equivalent; must be able to meet minimum medical standards; must be able to pass a background investigation, psychological evaluation, drug screen, and polygraph examination prior to hire; must possess a valid Washington State driver’s license without record of suspension or revocation of driving privileges in this or any other state. EXAMINATION CONTENT: The oral board interview consists of a set of 14 structured questions, and the rating of five dimensions, developed for an entry level police officer. A passing score of 70% or greater on the oral board examination is required to be placed on the eligibility list. The 12 months of experience will be waived if the applicant has successfully completed a state law enforcement academy that is recognized by the Washington State Criminal Justice Training Commission (WSCJTC) and was released due to budgetary constraints and eligible for rehire by that former agency. APPLICATION PROCEDURE Eligible Police Officers who intend to participate in this promotional examination must submit their application online by April 11th, 2024. Candidates will receive an email as receipt of delivery, after the position closes. EXAMINATION COMPONENTS Department Work Rating: Weighted at 35% of the final score • Will be conducted June 7th, 2024. • The rating is conducted by a panel of City of Renton Police Sergeants. The panel will rate candidates on documented work performance, candidate resumes, and submitted writing samples. More information will be shared with candidates after the posting closes. • HR will obtain and submit the performance evaluations that were completed in 2022 and 2023. AGENDA ITEM #6. d) Page 23 of 24 Assessment Center: Will be conducted on June 3rd and/or 4th, 2024, and each exam will be weighted as noted below. Panel members will rate candidates based on predetermined dimensions. The Assessment Center will consist of the following exercises: • Tactical Exam: 25% of final score - Candidates will be presented with field scenarios and incidents that depict a "day in the life" of a Sergeant. Candidates may also be asked follow-up questions regarding their responses to each incident. • Oral Resume and Interview: 20% of final score - Candidates will present their background, experience, and qualifications for the position, as well as answer questions from the assessors. • Role Play/Supervisor Simulation: 20% of final score - Candidates will be presented with a scenario-based exercise based on a personnel, citizen, or other supervisory issue or complaint. At the conclusion of the role play, candidates may be asked interview-style questions. A weighted (Department Work Rating and Assessment Center) minimum score of 70% is required for placement on the eligibility list. The two-year list will be established effective July 29, 2024.
