PARKS COMMISSION
4:30 PM - Tuesday, February 13, 2024

1.CALL TO ORDER
Chair Al Dieckman called the regular Parks Commission meeting to order at 4:32 p.m.
2.ROLL CALL

City Staff Present In-person: Maryjane Van Cleave, Parks & Recreation Administrator, Cailín
Hunsaker, Parks & Trails Director; Jason Lederer, Parks Planning Manager, Carrie Nass,
Recreation Director; Roberta Graver, Administrative Assistant
Cynthia Burns motioned to excuse Troy Wigestrand, motion seconded, all in favor, motion
carried.

4.CONSENT AGENDA
a)Approval of the Agenda
b)Approval of November 14, 2023 Meeting Minutes
Larry Reymann motioned to approve Consent Agenda, motion seconded, all in favor, motion
carried.
5.STAFF COMMENT
a)Maryjane Van Cleave explained that Equity, Housing, and Human Services
Department is dissolved with Human Services Division and the Neighborhood
Program is returning to the Parks & Recreation Department, the Equity Commission is
now in Executive Services, and Housing is returning to Community & Economic
Development Department. Erica Schmitz has resigned to pursue work in Land
Conservation. Council Retreat is March 7th and 8th at the Maplewood Golf Course and
is open to the public. Brianne Bannworth has been appointed Interim Community &
Economic Development Administrator. Human Resources Administrator has
announced her retirement effective June 30, 2024. Maryjane expressed that all these
changes are opportunities and would like to provide the board with more
Wheelchair Accessible. American Sign Language (ASL) interpreter available upon request.

transparency and substantive information on Parks & Recreation, the upcoming
budget, and look forward to capturing board advisory input on master plans, budget
and ongoing projects and programming.
b)Cailín Hunsaker shared that the city-acquired property next to the Park Avenue Parks
Maintenance Shop has been demolished, fenced, and secured. City is still working on
finding a permanent shop location, but staff will use this expanded yard footprint at
the Park Avenue Shop.
6.UNFINISHED BUSINESS
a)Request for update on Philip Arnold Park improvements. Jason Lederer shared that
the improvement project is nearly complete. Water main break issue during recent
cold weather and stair railing are pending completion. Request for status of Portland
Loo restrooms: both were impacted and closed during recent freezing temperatures.
Waiting for repairs. March 4, there is a meeting at the Family First Community
Center, board advised to contact Roberta Graver if any will be attending, so possible
Notice of Possible Quorum may be posted, if needed.
7.NEW BUSINESS
a)May Creek Trail –Jason Lederer shared that the 60% Design Plans have been received and
more grant funding is in the works. Tentative construction plans will be available later this
summer or fall. Project will take about a year to complete.
b)King County Levy Fund Grant for Henry Moses Aquatic Center (HMAC) Improvements –
Carrie Nass shared that the improvement plans have been received, with a tentative cost of
$15 million. King County Levy $909,440 grant was received, which includes matching City
funding and more grant funding in the works. Facility will be open this summer,
improvements will take place fall through spring with anticipated normal operations summer
2025. Relining the pool, removing playground structure, entry and office improvements are
among the improvements. Board member inquired about open space next to HMAC.
Maryjane stated there’s possibilities, but uncertain if acquisition and use capaci ty will result.
c)Budget Preview – Maryjane Van Cleave had to step away to attend the Equity Commission
but stated that staff will bring forward the 2025-2026 Budget process and timeline with
opportunities to contribute feedback through a new public input su rvey.
d)880 Cities Survey Tool – Carrie Nass shared that a helpful site survey tool, provided by the
880 Cities workshop in October 2023, will be created as an online form for easy use by board
members when visiting parks. This tool will be helpful to surve y the public use, safety,
amenities, and other points. The online tool will be available by next month’s meeting.
