This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. On 11.16.2024, at approximately 2142 hours, I was contacted by Officer Arnold, requesting I respond to Ross Dress for Less, located at 909 N. Landing Way, for the request of a supervisor on scene. This address is located in the City of Renton, WA, the County of King. I was asked to meet Officers in the parking lot of the location. At the time of this incident, I was assigned to uniformed marked patrol in the City of Renton, WA, the County of King. I was operating a fully marked Renton Police Tahoe #304, equipped with "POLICE" markings, overhead exterior lights, and audible siren. I was wearing my department-issued uniform, including a fully equipped duty belt, exterior ballistic vest with "POLICE" stenciled on the front and back and Renton Police badge affixed to the left breast. I was also wearing my department-issued jumpsuit with "POLICE" patches on both shoulders and across the rear shoulders. It would be immediately obvious to any reasonable person I was a police sergeant. I was assigned as the graveyard patrol sergeant for the north end of the city, 6r21. I arrived on scene at approximately 2148 hours, and met with Officer Jason Turner, who advised he was operating his clearly marked and visible Renton Police Patrol Vehicle #313. Officer Turner was responding to the above listed location to assist Officer Arnold on a theft call in which the suspect was fleeing on foot through the parking lot of the location. Officer Turner arrived on scene and on-viewed Officer Arnold engaged in a foot pursuit with a male subject, later identified and documented under Renton Police Case#: 24-11902. Officer Turner observed as Officer Arnold was contacting the male suspect, taking him to the ground to detain him in handcuffs. As a result, Officer Turner quickly exited his patrol vehicle to assist Officer Arnold and forgot to shift his vehicle into the "park" position. The police vehicle slowly rolled through the parking lot, NW, and struck a legally parked and unoccupied 2024 black in color Tesla Model Y, bearing WA/ CLF2035 (UNIT 02). The vehicle sustained obvious damage to the front bumper. A WACIC/NCIC query on the vehicle revealed the registered owner was listed as: ZHAO, YIHUI (DOB: 08.27.1990; 206/939-8852). Unit 01 was identified as a black/white in color Renton Police Vehicle #313, a Chevy Tahoe bearing WA Exempt Plate/ 61611 D. Unit 01 had no obvious damage to the front push bars. I took photographs of the involved patrol vehicle as well as Unit 02 and uploaded them to AXON evidence under this case number. Further, I completed the damage to City property form via Origami under Incident Report Number: I- 2024-339. All photos have been uploaded into Axon Evidence. The owner of Unit 02 came to the parking lot, and I spoke with her, explaining the circumstances surrounding this collision. The owner, Zhao, was understanding and I provided her with a copy of my business card to include the case number. No citations were issued.
