On 12/7/2024 at approximately 0116 hours, I was dispatched to an unknown circumstances accident at the 600 block of Rainier Ave N. Dispatch advised "**VOIANCE SPANISH/18999** 15 AGO, ON RAINIER 1/2 MILE TO 1 MILE IN VICINITY OF RENTON AIRPORT, MAR TRUCK " and "RP SAW TRUCK ROLLOVER, RP NO LONGER HAS VISUAL, DID NOT WITN ANYONE GET OUT OF VEH". I came into the area traveling northbound on Rainier Ave N and arrived at the dispatched address without seeing any sign of a collision. Upon the reporting party advised they observed the vehicle "rollover", Officer Grozav and I made turned around and checked southbound on W Perimeter Rd. At approximately the 700 block of W Perimeter Rd, I observed the vehicle, later identified as a gold 2005 Ford Explorer (WA/CMP6309 and VIN: 1 FMZU73E65UA86132), was sitting upright facing westbound on the west grassy bank. I noticed some debris scattered to the south from the vehicle's position. As I approached the vehicle's driver's side, I observed an empty Modelo beer bottle on the ground just outside the driver's door. Officer Grozav and I initially believed the vehicle was unoccupied, and as we got closer, we observed a male driver slumped back in the driver's seat, who was later identified and verified as Alan G. Palacios Martinez (05/07/1975). 1 did not observe any noticeable traumatic injuries to Alan. I did observe a bottle of vodka in his lap. The odor of intoxicants was very strong and could be smelled several feet away from the vehicle. Alan was laying slumped back in the driver's seat with his eyes closed and his head facing the driver's door window; hands resting in his lap. It was difficult to see if Alan was breathing, so Officer Grozav reached into the vehicle to feel for a pulse on Alan's neck. After a moment, Officer Grozaz advised he was unable to feel any pulse. I checked myself and confirmed there was no pulse. Officer Grozav ran to his patrol vehicle to get his AED. I opened the vehicle's driver's door, unclipped Alan's seatbelt and pulled him from the vehicle. I pulled Alan approximately 4-6 feet from the grassy bank and laid him on his back, on the sidewalk. I cut Alan's t-shirt off and started CPR while Officer Grozav was setting up the AED pads on Alan's chest. After the pads were placed on Alan's chest, Officer Grozav and I alternated between chest compression while following the AED's instructions. After about 3 rounds of chest compressions per the AED, RRFA and Medics arrived on scene and took over the medical side. After EMS took over, Officer Grozav, Sgt. Christiansen and I began investigating. There did not appear to be any signs skid marks anywhere on Rainier Ave N. At the top of the embankment, the vehicle's front license plate was left in the bushes. Immediately in front of the license plate, there is a large area of bushes that had been flattened, presumably by the vehicle flipping. The vehicle is then stopped approximately 30-50 feet from the flattened bush. The vehicle was upright, facing westbound and there was no damage to the roof of the vehicle. There is heavy damage to the windshield directly in front of the driver's compartment. There was also heavy damage to the front driver's side of the hood. There was enough damage and force behind the collision that the vehicle's battery under the hood, had been disconnected and sent flying further southbound. The battery was located approximately 15 feet from the vehicle, on the sidewalk next to the grassy bank. After piling all information together, it is believed Alan was traveling southbound on Rainier Ave N at a high rate of speed, presumably under the influence of alcohol. It is unclear if Alan suffered a medical emergency prior to leaving the roadway or if his medical issues were a result of the collision. Either way, it did not appear that Alan made attempts to stop or prevent the collision prior to leaving the roadway. Detective Lane was called out due to the unusual circumstances of the incident. Medics and RRFA on scene were able to get pulses back on scene and quickly transferred Alan onto PAGE 3 OF 5 EAN REPORT No.` EF43258 CASE# 24-12566 O OF COLLI COLLISION TIME 12/07/24 01:04 COLLI NARRATIVE their stretcher and loaded him into the Medic rig. While Medics and RRFA continued working on Alan in their rig prior to leaving, it appeared they momentarily lost pulses and restarted CPR. After a few minutes, it appeared they were able to stabilize Alan and transported him to Harborview Medical Center. Detective Lane arrived on scene and conducted his investigation of the incident. After completing his investigation, Detective Lane followed the vehicle to the evidence garage, which was towed by Bankers Towing. I cleared the scene. This concludes my involvement in this case.
