From: Project/File: Chick-fil-A Commercial Development Date: Erin Niles, Archaeologist Stantec Consulting Services Inc. 601 SW 2nd Avenue, Suite 1400 Portland, Oregon 97204 August 23, 2024 Reference: Chick-fil-A Commercial Development—Renton, King County Washington Cultural Resources Monitoring Summary 1 Project Description and Location In 2023, Chick-fil-A, Inc. (Chick-fil-A) contracted with Stantec Consulting Services, Inc. (Stantec) to provide cultural resources monitoring for the Chick-fil-A Commercial Development Project (project) at 375 Rainier Avenue S., Renton, WA 98057, King County, Section 18 of Township 23N, Range 4E (USGS Renton 2023). The project area consists of an irregularly shaped polygon measuring 0.75 acres that encompasses part of the existing Chick-fil-A’s parking lot, drive-through, and roadside front, as well as the vacant lot northwest of the property that formerly was a Firestone Tire Center (Attachment A). This work included the demolition of the Firestone Tire Center that formerly occupied the vacant lot, including a dumpster enclosure, parking lot, drive-through enclosure, and part of the drive-through. Additionally, this work included the construction of new stormwater infrastructure and landscaping, a new two-car drive- through lane, and expanded parking lot. The ground-disturbing work on this project consisted of demolition and excavation/trenching activities. The demolition work consisted of existing structures, sidewalks, curbs, and asphalt. The excavation and trenching work was completed for the removal and replacement of old utilities, the installation and expansion of new utilities, and for leveling and ground stabilization. Excavators were used primarily for both demolition and excavation activities, with both two-foot and four-foot digging buckets and clean-up buckets being used. A rock hammer attachment was used with the excavators for demolition of concrete and asphalt layers, and to break up debris for hauling from the site. Hand tools, primarily shovels, and dig bars were used also for excavation in areas the excavator could not reach or safely work around. The excavations and trenching varied from 2 feet (61 cm) to a maximum of 10 feet (3 meters) below the ground surface. 2 Monitoring Methods Stantec archaeologist Erin Niles served as the primary archaeological monitor for during the Chick-fil-a Development Project, between March 6, 2024 and May 23, 2024. Stantec archaeologist Christian Solfisburg conducted monitoring on March 7, 2024. As monitoring was only required when ground- disturbing activities were ongoing for the project, the archaeological monitor would check in with the project superintendent, Jim Hibbard, to confirm the work plan for each week. This led to 25 days of monitoring being completed between March 6 and May 23, 2024 (March 6, 7, 11, 14, 15, 18, 19, 20, 21, 25, 26, 27; April 1, 5, 8, 9, 11,12, 24; and May 8, 9, 10, 14, 20, and 23). A tribal monitor and representative of the Snoqualmie Tribe, Stephen Wymer, was present for the first two days of the project (March 6 through 7, 2024). Page 2 of 5 Reference: Chick-fil-A Commercial Development—Renton, King County Washington Cultural Resources Monitoring Summary Monitoring was not conducted on days when either no ground disturbance would occur, such as when concrete was being poured and no digging was planned, or when the only ground disturbance that would occur for the day was within the first two feet of the soils in the existing Chick-fil-A’s lot. The Chick-fil-A was constructed two years prior to the start of this project. Stratigraphic observations in this area, as described in Section 3, revealed that the entire lot had been over-excavated during the original construction. At least the top 2 feet (61 cm) of soils within this portion of the project area consist of fully imported and highly disturbed soils. Once this was confirmed, monitoring was only conducted within this portion of the project area when excavations were planned to go deeper than 2 feet (61 cm). During excavation, the archaeological monitor examined both the sidewalls and floors for intact cultural features and artifacts, while also checking through the excavated soil and temporary soil stockpiles for artifacts whenever possible. The monitor noted subsurface soil composition, stratigraphy, and any past disturbances from construction or installation of utilities. Excavated soils were mostly hauled to an offsite disposal area, though some was occasionally used to backfill excavated areas in combination with imported gravels and soil. The Stantec archaeological monitor completed a cultural resources monitoring log daily and provided information on any cultural resources encountered, soil observations, actions taken, and recommendations. The archaeologist also took photographs of the work activities monitored (Attachment B). 3 Results 3.1 Record Search Results Stantec completed a desktop assessment for the project in 2023, and performed a records search using the Washington Information System for Architectural and Archaeological Records Data (Attachment C). The search reviewed all survey reports and previously recorded cultural and archaeological resources located within a 1-mile radius of the project APE, and all built resources located within 0.25-mile radius of the project APE. This search identified no precontact or historic-era archaeological resources previously recorded within the APE, 20 previously recorded archaeological resources within the 1-mile radius outside the APE, and 94 built environment resources within the 0.25-mile radius outside the APE. Only two built environment resources were identified within or directly adjacent to the APE. The first is the Alex Malesis Building, which is a commercial property currently an O’Reilly Auto Parks located directly north of the project area at 307 Rainier Ave South and was determined not eligible for the NRHP. The second is the Firestone Tire Center building, which was determined eligible for listing in the National Register of Historic Places (NRHP) but had already been demolished prior to the start of the project. Despite the lack of archaeological resources within the APE, the Washington State Archaeological Predictive Model ranked the project area as “Very High Risk” and “High Risk” for containing archaeological resources based on the APE’s local environmental conditions. As a result, it was recommended by DAHP that archaeological monitoring should occur for all ground-disturbing work planned for the project. August 20, 2024 4G Development and Chick-fil-A, Inc. Page 3 of 5 Reference: Chick-fil-A Commercial Development—Renton, King County Washington Cultural Resources Monitoring Summary 3.2 Monitoring Results The only previously known cultural resource site that was within the project area where work occurred was the Firestone Tire Center building, which previously existed in the now-vacant lot northwest of the Chick-fil-A. This structure was determined in 2020 as being eligible for the NRHP under Criterion C as it possessed distinctive characteristics of a type, period, and/or method of construction for 1960s era commercial architecture. However, the structure had already been demolished for unknown reasons prior to the start of the project. Only the buried remains of broken concrete—which were likely remnants of the original poured concrete foundation—and cast iron and terracotta sewage pipes were all that remained of the structure. The building materials that were identified across the project area include bricks and brick fragments, tiles, cast iron pipes, terracotta pipes, concrete, asphalt, and non-diagnostic metal fragments. All these items were identified within the disturbed fill layers mixed in with modern refuse no deeper than 3 feet (91 cm) below the ground surface. Only the pipes were identified in situ in the northern portion of the project area; these likely were associated with the Firestone Tire Center building. The pipes were sewage pipes and therefore were not handled directly. As the structure had already been destroyed, the pipes were noted but not recorded officially, and were removed from the site. The brick and tiles identified were not diagnostic and could not be dated. They were not found in situ and were mixed into the fill layers with modern refuse. There were no other cultural materials identified. These building materials and the utilities including the cast iron, terracotta, and also some PVC pipes were broken and removed from the site during project activities. Three diagnostic historic-era cultural materials were identified. On March 19 during the excavation of the former Firestone Tire Center lot, a German/Georgia green glass whole Coca-Cola bottle dating between 1912 and 1950 was identified in the northeastern most corner of the project area approximately 4 in. (10 cm) below the surface (Glass Bottle Marks 2024). On the same day, approximately 25 feet (7.6 meters) east of where the bottle was found, a single railroad spike was identified approximately 3 in. (8 cm) below the surface. On March 20, a partial green bottle base was identified approximately 2 feet (61 cm) below the surface during the power trench excavation on the eastern side of the project area. The green bottle base was embossed with “NEHI BO-”, and had knurling along both the base and side of the bottle fragment. This identified the fragment as being made by the NEHI Bottling Company, and dating the bottle to between 1940 and 1965 (Lockhart 2010). All these artifacts were found in highly disturbed contexts with a large amount of modern refuse and building materials present. To ensure proper presentation of these cultural materials Erin Niles reached out to Washington Department of Archaeology and Historic Preservation (DAHP) archaeologist Stephanie Jolivette on July 5, 2024 who provided guidance that historical isolates which are identified in disturbed contexts such as these are considered not archaeological. As a result the cultural materials were not recorded. The soils observed across the project all had highly disturbed top layers that varied in depth. In the lot of the previous Firestone Tire Center building in the northern portion of the project area, this disturbed context consisted of mainly the top 1.5 to 3 feet(46 to 91 centimeters (cm)) below the ground surface. These disturbed soils were a combination of dark brown sandy loam fill with modern trash and imported gravels in the top 0 to 10 inches (in) (0 to 25 cm) below the surface. Between 10 and 14 in. (25 to 35 cm) below the surface there was a charcoal lens focused mostly along the northern most end of the APE. Below this the soils changed to a reddish-brown clay with gray mottling. The portions excavated near old utilities consisted of majority imported gravels and were disturbed up to 2.5 feet (76 cm) below the surface. August 20, 2024 4G Development and Chick-fil-A, Inc. Page 4 of 5 Reference: Chick-fil-A Commercial Development—Renton, King County Washington Cultural Resources Monitoring Summary In the southern half of the APE, the ground surface consisted of the asphalt and concrete layers of the existing Chick-fil-A’s drive-through and parking lot that were constructed two years prior; these layers together were approximately 3 in. (8 cm) in depth. The soils under this layer consisted of approximately 1 foot (30 cm) of heavily compacted imported sandy gravel fill that ended on a geo-cloth layer approximately 1.25 in. (3 cm) below the surface. Under the cloth the soils consisted of approximately another foot of imported sandy gravel mixed with clay soils that included brick, tile, and modern trash, and ran to a depth of approximately 2 to 3 feet (61 to 91 cm). This disturbed layer ended on top of a buried asphalt layer which was approximately 3 in. (8 cm) thick. Below these disturbed fill layers, like those in the northern portion of the site, the soils consisted of a reddish-brown clay with gray mottling. This soil had less than 5 percent inclusions, the majority of which were sub-rounded cobbles. This clay changed in color to a dark gray clay at approximately 10 feet (3 meters) below the ground surface across the entire APE, which also correlated to the water table level. In areas around where the previous storm drain, electric vault, and other such utilities were located, the soils matched the description above but were disturbed with imported gravel and concrete or pipes associated with the utilities present up to 6 feet (1.8 meters) in depth. 4 Summary Stantec archaeologists Erin Niles and Christian Solfisburg monitored the demolition and construction activities involved in the expansion of the drive-thru and parking lot for the existing Chick-fil-A in Renton, Washington, over 25 days between March 6 and May 23, 2024. This involved the monitoring of large- scale excavations across the entire vacant lot directly north of the existing Chick-fil-A lot (previously the Firestone Tire Center lot), the demolition and re-excavation of the northern end of the existing Chick-fil-A lot, and trenching activities for utilities. Cultural monitoring of these activities was required by the City of Renton and the Washinton DAHP. No significant archaeological resources were identified within the project area. Three artifacts, a historic- era complete Coca-Cola bottle, a railroad spike, and a fragment of a green bottle base, were identified. These were all identified within heavily disturbed contexts that contained large quantities of building materials and debris, imported gravels, and modern refuse. As a result, these isolated finds were determined to be non-archaeological and were not recorded. The building materials identified within the project area consisted of brick fragments and whole bricks, tiles, cast iron pipes, terracotta pipes, concrete, asphalt, and non-diagnostic metal fragments. All building materials were either modern or non- diagnostic and were identified within the same disturbed contexts. Stantec understands that the construction effort for the Chick-fil-A Commercial Development Project is complete and has no further management recommendations for the project. Attachment C Record Search Report Stantec Archaeologist (Erin Niles M.A. RPA) searched the Washington DAHPs WISAARD online database system on May 23, 2023, and reviewed all survey reports and previously recorded cultural and archaeological resources located within 1-mile of the Property, and reviewed all built resources located within 0.25-mile of the Property. The Property is not listed on the DAHP Historic Properties Register and no pre-contact or historic archaeological resources have been previously reported on the Property. No built environment resources have been previously reported on the Property. Stantec identified 20 previously recorded archaeological resources recorded within 1-mile of the Property (Table 2). Of these sites five have been determined potentially eligible for listing in the National Register of Historic Places (NRHP) (KI00285, KI00759, KI00767, KI01009, and K101210), three historic properties are listed on the Washington Heritage Register (WHR) (KI00074, KI00209, and KI00211), and one historic property has been listed on both the NRHP and WHR (KI01259). All distances of sites from the Property are described in Table 2. There are two built environment resources adjacent to the Property, including Firestone Tire Center, which is a commercial property located directly north of the Property within the same block on 351 Rainier Ave South, and has been determined eligible for listing in the NRHP. The other resource is the Alex Malesis Building, another commercial property currently an O’Reilly Auto Parks, which is located directly north of the Property at 307 Rainier Ave South, and was determined not eligible for listing in the NRHP. Stantec identified 94 built environment resources in total within 0.25 mile of the Property (Table 3). Five built environment resources (including Firestone Tire Center) within 0.25-mile of the Property have been determined eligible for the NRHP, 21 have been determined not eligible for the NRHP, and the remaining 68 built environment sources have not been evaluated for the NRHP (see Table 3). Three previous cultural resource investigations have been conducted within the Property boundary (Hannum 2021; Berger 2009; Baldwin 2011) and 50 additional previous cultural resource investigation has occurred within 1-mile of the Property boundary (Table 1). Based on the local environmental conditions, the Washington State Archaeological Predictive Model ranks the location of the Property as “Very High Risk” and “High Risk” for containing archaeological resources.
