EF44105 CASE# 24-12635 OF COLLISION 12/09/24 18:12 OF CbLLI510N NARRATIVE 24-12635 On 12/09/2024 at approximately 1813 hours, I was dispatched to an unknown-if-injury vehicle collision at the intersection of South 55th Street and Talbot Road South, within the City Limits of Renton, County of King, State of Washington. While en route, Hyundai "Bluelink Telematics" had determined one of the involved parties was complaining of chest pain therefore the Renton Regional Fire Authority (RRFA) was dispatched to respond as a precaution. Officer K. Petty arrived on scene prior to me and began investigating the collision. Upon my arrival, I confirmed that the driver of Unit#2 was complaining of neck and chest pain. Officer Petty utilized Language Line Solutions for Spanish and determined there were no complaints of injury for the driver of Unit#1. All parties were treated at the scene and released by RRFA. While on scene, I was able to collect each involved party's information and independent summary of the events leading up to the collision. Per witnesses, it was determined that Unit#1 was occupied by a single male driver, later identified via pictured WADL as ORDONEZ BAQUEDANO, WILMER G (DOB 11/20/1985). Per witnesses, Unit #1 was seen traveling westbound on S 55th ST (aka S 192nd ST) and had approached the stop-sign controlled intersection of Talbot Road S. Witnesses stated that Unit#1 did not stop at the intersection and proceeded straight through the intersection at a high rate of speed. Both Unit#1 and Unit#2 collided in the intersection causing significant damage to the front of Unit#1. As a result of the collision, Unit#1 shifted direction and collided into the front yard/fencing to 9533 S. 192nd Street, Renton. The driver of Unit#2 said she was the sole occupant of her vehicle and was traveling southbound on Talbot Road S approaching the intersection of S 55th ST (aka S 192nd ST) where Unit#1 was located. The driver of Unit#2 stated she was intending to continue straight through the uncontrolled intersection for her direction of travel. The driver of Unit#2 stated that upon reaching the intersection, Unit#1 failed to stop at the intersection and may have even "sped up". The driver of Unit#2 was unable to avoid the collision and was subsequently struck by Unit#1 causing significant damage to the driver's side of Unit#2. As a result of the collision, Unit#2 shifted direction, likely spinning, and collided into the side yard/fencing to 9533 S. 192nd Street, Renton. While conversing with the driver of Unit#1 (ORDONEZ BAQUEDANO), I noticed ORDONEZ BAQUEDANO had watery eyes and slurred speech. I smelled a strong odor of intoxicants when I approached ORDONEZ BAQUEDANO. As I got closer, the smell became stronger. ORDONEZ BAQUEDANO also had a delay to his responses when asked questions and engaging in conversation. RRFA had evaluated ORDONEZ BAQUEDANO. RRFA stated that ORDONEZ BAQUEDANO was medically okay and cleared him at the scene without the need of further medical evaluation. Based on my initial interactions with ORDONEZ BAQUEDANO, I believed that ORDONEZ BAQUEDANO may be under the influence of some kind of alcohol based on my initial observations, his poor driving that led to a significant vehicle collision, and the odor of intoxicants. I asked Officer Petty to assist with translation via Language Line Solutions for ORDONEZ BAQUEDANO and if he would give me a voluntary breath sample. ORDONEZ BAQUEDANO replied that he would conduct the PBT test. I activated my PBT and explained to ORDONEZ BAQUEDANO PAGE 3 OF 6 REPORT NO. ORDONEZ BAQUEDANO provided a breath sample and the PBT displayed his breath result as .271. 1 noted the time as 1837 hours. Officer Petty and I placed ORDONEZ BAQUEDANO under arrest for Driving Under the Influence. See Officer Petty's report for further details. Based on the above statements regarding the collision, I determined that the Driver of Unit#1 (ORDONEZ BAQUEDANO) is the proximate cause for the cause of collision as ORDONEZ BAQUEDANO did not grant the right of way to traffic already in the roadway and underway. ORDONEZ BAQUEDANO violated RCW 46.61.190(2) as every driver of a vehicle approaching an intersecting roadway shall stop where the driver has a view of approaching traffic on the intersecting roadway before entering the roadway, and after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways. Sergeant J. Christiansen cited ORDONEZ BAQUEDANO for multiple offenses, to include DUI, Fail to Stop, and NVOL with ID. It should be noted that the driver of Unit#1 was unable to provide proof of motor vehicle insurance at the time of collision. While conducting an impound inventory check, I observed an open liquor bottle and closed beer bottle on the passenger floorboard of Unit#1. 1 captured this via my Axon BodyCam. Both Unit#1 and Unit#2 had to be towed due to extensive damage. I completed a 12-hour DUI hold on Unit#1 and provided ORDONEZ BAQUEDANO with the impound form.
