NOTICE OF APPLICATION AND PROPOSED DETERMINATION OF NON-SIGNIFICANCE (DNS) AND PUBLIC HEARING
A Master Application has been filed and accepted with the Department of Community & Economic Development (CED) – Planning Division of the City of Renton. The following briefly describes
the application and the necessary Public Approvals. A virtual/telephonic public hearing is tentatively scheduled for February 11, 2025 at 11:00 AM before the Renton Hearing Examiner
by means of the Zoom video conferencing web application which includes a phone-in option. The public is highly encouraged to attend the meeting by using one of the methods listed below.

PROJECT DESCRIPTION: The Renton School District has submitted a land use application requesting approval for a conditional use permit, variance, and SEPA review
for the expansion of its Transportation Facility. The conditional use permit is required because the proposed use, classified as "Government Facilities, Other," is conditionally permitted
within the Commercial Arterial (CA) zoning district. This permit ensures the project complies with zoning regulations and is compatible with the surrounding area. The project involves
the construction of a 15,714-square-foot staff parking lot on two vacant parcels located at 444 and 450 Park Avenue North, totaling approximately 19,596 square feet. These parcels are
part of the district’s larger 5.2-acre Transportation Facility, which provides fleet maintenance and administrative services. The proposed parking lot will include 44 new parking spaces,
featuring one ADA-compliant space, with the potential to incorporate electric vehicle charging stations. The application also includes a variance request to allow for the installation
of 8-foot security fencing with a reduced setback of 10.5 feet along Park Avenue North, where Renton Municipal Code typically requires a 15-foot setback for fences of this height. The
fencing is necessary to protect district fleet vehicles and other assets from vandalism while maximizing parking capacity. Additional site improvements include the removal of three curb
cuts, construction of a 1,200-square-foot public pedestrian plaza at Park Avenue North and North 5th Street, and landscaping enhancements, including a 10-foot buffer along Park Avenue
North with 16 new trees. Stormwater management upgrades will include the installation of catch basins and water treatment systems to meet city requirements before discharging into the
municipal stormwater system.

OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed
project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for
the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance
(DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS.
