EF45414 CASE# 24-12757 OF COLLISION 12/12/24 18:53 OF CbLLI510N NARRATIVE During this incident, I was equipped with a body-worn camera, which records both audio and video. Portions of this incident were recorded. This report is merely a summary of the incident and is not intended to be an exact transcription of the entire investigation or what may have been captured with the recording system. I was operating a fully marked Police Tahoe #320 which was equipped with overhead emergency lights and sirens. Case Number 24-12757 On 12/12/2024 at approximately 1855 hours, I was dispatched to a vehicle vs pedestrian collision at Walmart, 743 Rainier Ave S, within the City of Renton, King County, Washington. The reporting party in this call was later identified as Robert J Martinez (DOB 04/16/1960). Robert later provided Officer Smith with a statement and helped in identifying the suspect, see her supplemental for further. Robert originally advised dispatch that a blue 2003 Honda Accord (WA/Lic: CFY6410 Vin# JHMCM56383C030798), had hit a pedestrian at the aforementioned location. Robert also advised that the victim was bleeding from the mouth, and that the driver of the suspect vehicle attempted to pay off the victim, and then had left the scene towards Rainier Ave S. When I arrived on scene, I was flagged down by the two victims who I identified as Mathias J V Patterson (DOB 09/25/2002) by his MTDOL photo and Annika G E Aiken (DOB 10/06/2002) by her WADOL photo. Mathias was actively bleeding from a cut on his chin, Annika reported no injuries. They explained that they were walking westbound through a crosswalk in the parking lot when an older blue sedan struck them. The suspect vehicle first hit Mathias on his left side, causing him to roll over the hood and land on the ground. The vehicle then struck Annika on her left side, but she remained on her feet and advised it was more of a bump when the vehicle struck her. They both described the driver as a Hispanic male in his 20's. The driver of the vehicle stopped and offered them $100 for their injuries. Both Mathias and Annika advised they were unsure of what to do, but they did take the $100 and wrote down the driver's phone number. They asked for the driver's insurance information, but the driver did not exchange anything other than the cash and his phone number. Mathias was unsure at what point the driver left, but Annika advised me that as she was checking on Mathias, she looked up to see the driver get in his vehicle and drive away. Mathias was evaluated by the fire department, they advised that it was possible he would get stitches if he went to the hospital, but they did not think it was absolutely necessary to go to the emergency room. Mathias did not wish to go to the hospital, so the fire department explained to him the cleaning procedure for his injury. I photographed Mathias' chin, and those images were uploaded through Axon. Annika provided me with a written statement and Mathias provided me with a recorded statement that was recorded on my Axon body worn camera between 1917 hours and 1920 hours on 12/12/2024. Annika advised in her statement that the suspect offered to call the hospital for them, but she was unsure of what to do. She also advised that the suspect spoke broken English, and that when she asked for his insurance, she was unsure if he refused to provide it or if he did not understand her. Officer Raygoza contacted the suspect by phone using the phone number he provided Annika and Mathias. The suspect answered and agreed to return to Walmart. Officer Raygoza later positively identified the suspect as Josue Meza Calleja (DOB 09/14/2002). Josue's driving status on his DOL return shows that his license is suspended/revoked in the 3rd degree. As I was standing with Annika and Mathias, Josue walked through the parking lot and directly to us. Other officers contacted Josue and detained him in handcuffs without incident, as they were doing so, I had Annika and Mathias walk towards me in an attempt to prevent them from seeing him being detained. 1 did this in an attempt to not sway their ability at identifying Josue. I then read Annika and Mathias the pre-one-on-one admonitions directly from my department issued code book. I began asking their certainty that the male we detained was the driver that hit them. Before I finished my sentence Mathias interrupted me and without hesitation said he was 100% certain that Josue was the suspect. Annika agreed. Josue's primary language is Spanish so Officer Raygoza who is a Spanish speaking officer interviewed him. Officer Raygoza advised Josue of his miranda warnings, Josue understood and was willing to answer questions. Josue admitted to driving the vehicle and admitted to hitting Annika and Mathias with his vehicle. He explained that he was simply moving the vehicle across the parking lot PAGE 3 OF 6 REPORT NO. Josue advised Officer Raygoza that the vehicle was not his and was unable to provide the insurance information. See Officer Raygoza's supplemental report for further information on his interview. Sergeant Christiansen who is a certified drug recognition expert was on scene. Josue submitted to a preliminary breath test which came back 0.00. Sergeant Christiansen advised me that she did not have probable cause that Josue was under the influence alcohol and or drugs. There is probable cause that Josue Meza Calleja (DOB 09/14/2002) committed the crime of Hit and Run Accident/ Injury Attempt (RCW 46.52.020.4B.A) by hitting Mathias and Annika with his vehicle, causing injury to Mathias, and failing to exchange any information other than his phone number and $100. There is also probable cause that Josue Meza Calleja (DOB 09/14/2002) committed the crime of driving while license suspended/revoked in the 3rd degree (RCW 46.20.342.1 C) by operating a motor vehicle while his driving status was suspended/revoked in the 3rd degree. Josue was searched incident o arrest and nothing of evidentiary value was located. Walmart looked but were unable to find a camera angle that would have captured footage of the incident. Officer Nugent advised me that there was no damage to the suspect vehicle, he photographed the vehicle and uploaded those images through Axon. I completed a citation (Cit#4A09111804) for Josue on the aforementioned charge and Officer Raygoza transported him to SCORE Jail where he was booked without incident. I also completed a non-criminal citation (IT#4A09111805) for Josue for operating a motor vehicle without insurance and forwarded that citation to the prosecutor.
