I, PROJECT OVERVIEW
Overview
A Chevron Fast Lube is proposed at the SW corner of NE 4th Street
and Union Ave within the City of Renton . A Unocal gas station
was formerly on the site, now the lot is vacant . The underground
tanks were removed , and a letter of "no further action" was
received from the D.O. E .
Pre-developed Conditions
SITE
The property area is approximately 0 . 42 acres . Existing site is
vacant , mostly paved , and flat . See figure 3B of section " II
Preliminary Conditions Summary" .
DRAINAGE
The majority of the site drains to on site catch basins . A small
area south of the site drains on to the site (approx . 900 sf) . A
small area along the west property line drains to the west
property ' s storm drainage system (approx . 300 sf) . From the
catch basins the storm water is conveyed to the existing storm
drainage system which runs along Union Avenue .
Existing site area pervious is 0 . 01 acres , and area impervious is
0 . 42 acres .
Developed Conditions
SITE
Proposed site contains the Chevron Fast Lube station, parking ,
and landscaping . See figure 3C of section " II Preliminary
Conditions Summary" .
DRAINAGE
Proposed site drainage sheet flows to two new catch basins then
to an oil -water separator . From the oil -water separator the
storm water flows to the existing storm drainage system along
Union Avenue .
Roof downspouts will drain to the new storm drainage system.
Due to the negligible peak runoff rate increase , detention is not
required for this site . The impervious area for the proposed
site is less then the existing site, therefore , biofiltration is
not required for this site.
Proposed site area pervious is 0 . 08 acres , and area impervious is
0 . 36 acres .

III. OFF-SITE ANALYSIS

Level 1 Off-Site Analysis
A Chevron Fast Lube is proposed at the SW corner of NE 4th Street
and Union Ave within the City of Renton . See figure 2 for site
location, figure 3A for drainage basin , and figure 4 for the
soils map of section " II Preliminary Conditions Summary" . .
UPSTREAM TRIBUTARY AREA
The majority of the existing site drains to two onsite catch
basins . A small area south of the site drains on to the site
(approx . 900 sf) . A small area along the west property line
drains to the west property ' s storm drainage system (approx . 300
sf ) .
The proposed site ' s upstream tributary area is the same as
existing .
DOWNSTREAM ANALYSIS
Storm water from the existing onsite catch basins drains to a
catch basin at the SW corner of 4th Street and Union Avenue, then
through a 12" line the storm water flows east to connect to an
existing 36" storm line . The 36" storm line flows south to a
swale which eventually drains into Maple Wood Creek .
The proposed site will drain the same manner as the existing
site, see figure 3C of section .
During the field review of the property it was unclear where the
drainage from the catch basin at SW 4th Street and Union Avenue
drained to . The above analysis is based on information obtained
from Mike Dotson at the City of Renton .
The proposed site will have no negative impact downstream of the
site since the increase in flow for the 100 year , 24 hr storm is
0 . 0 cfs .
IV. RETENTION/DETENTION ANALYSIS AND DESIGN
V. CONVEYANCE SYSTEMS ANALYSIS AND DESIGN
Part A and Part B : Existing and developed site hydrology
This section contains the existing and developed site hydrology .
The existing site is shown in figure 3B and the proposed site is
shown in figure 3C of section " II Preliminary Conditions
Summary" .
Part C: Hydrologic Analysis
Due to the low peak runoff flow rate, the proposed conveyance
system was designed to handle the 100yr , 24hr design storm. 12-
inch HDPE pipe at a min slope of 0 . 5% is proposed.
Part D: Retention/Detention System
A retention/detention system is not required for this project .
The increase in peak runoff for the 100 yr , 24 hr storm is O . Ocfs
which is less then 0 . 5 cfs . Therefore this project is exempt
from core requirement #3 "Runoff Control " due to the negligible
increase in the peak runoff rate.
