The parcels were purchased by the district in 2017 to increase the parking and fleet storage capacity of the Center. The site on which the work is to occur is a total of 19,596 square feet (0.44 acres). A small amount of work is proposed on the large parcel associated with the Transportation Center, for a total disturbed area of 20,964 SF. The proposal is for 44 new surface parking spaces for employee parking, some of which will be EV-ready. Parking lot lighting will be added for safety. Security fencing will be added along the west, north and east perimeter and integrated to the existing fencing to create improved security for the fleet vehicles. The location of the fencing will require a setback variance. Approximately 5,743 square feet of landscaping and 16 new trees will be added, including an approximately 10.5 foot landscaping strip along Park Ave N. and an approximately 15 foot strip along N. Fifth St. Three significant trees will be removed due to construction. One driveway and curb cut on the north side of the site along N. Fifth Street, and two driveways along Park Ave N. will be removed and replaced with new sidewalk. The proposal includes a new approximately 1,200 square foot public amenity space on the northwest corner of the site. Location of Proposal: 444 and 450 Park Ave N., Renton, WA 98057; King Co. Parcel Nos. 7224000676 and 7224000675. Public and Agency Comments: This SEPA Threshold Determination is based on the public record, including comments from agencies, tribes, property owners, and other interested parties via mailings, publications and postings conducted by RSD. RSD issued notice of the SEPA Checklist for comment on October 7, 2024 requesting the submittal of comments by October 21, 2024. Comments were received from the Duwamish Tribe. They have been integrated into the findings and mitigation measures. Earth - The site where work will occur is approximately 20,964 and flat with less than 5% grade. This proposal will add 6,801 SF additional impervious surfaces with new concrete and asphalt for parking surfaces and pedestrian pathways. Total excavation proposed is 39 CY, total earthwork proposed is 401 CY. A Geotechnical Report has been prepared. The recommendations within the Geotechnical Report shall be followed. 2. Air – Best Management Practices will be employed to minimize dust-related emissions during construction. After construction, no additional emissions to air are anticipated to result from the proposal. 3. Water – There are no surface water bodies on the site. Stormwater design is based on the requirements of the 2022 City of Renton Water Design Manual. Best Management practices will be implemented. Stormwater will be routed to existing system and patterns. Four catch basins will be removed as part of this proposal. 4. Plants – Three significant trees and approximately 7,128 SF of grass are proposed to be removed for this work due to construction. Eight significant trees will be preserved. 16 new trees are proposed to be planted internally and in a landscape strip, along with 12 other species of shrubs, grasses and groundcover that are native to the area. 5. Environmental Health – There are no known hazardous chemicals or conditions that are predicted to affect this proposal, beyond the removal and installation of paving materials. 6. Noise – Temporary, short term noise impacts will occur typical of construction activity. Construction is anticipated to occur during the summer months of 2025 and between the hours of 7:00 am and 5:00 pm. 7. Land and Shoreline Use – The current use of the site is as vacant commercial. The larger Transportation Center site is zoned as Light Industrial and used for fleet vehicle storage and maintenance. Adjacent uses are a mix of residential, small-scale commercial, office, educational and light industrial. there is an elementary school to the south and an older single family residential area on the west side of the site. The use will not change as a result of the proposal, nor will the proposal increase impacts to nearby or adjacent properties. The site is not within a critical area or the vicinity of a shoreline of the state. No increase in staffing is anticipated. 8. Aesthetics – This proposal includes new parking lot lighting 25 feet in height. Streetscaping and a public amenity space on the corner of N. Fifth St and Park Ave. N will improve the urban design aesthetics. 9. Light and Glare – No safety hazards or light or glare impacts are anticipated from the proposed lighting. The lighting has been carefully designed to reduce lightspill to adjacent neighborhoods. Full cutoff-type luminaires will be used to direct light downward 10. Historic and cultural preservation –The site is modeled as being of high risk for discovery of artifacts. There was a Cultural Resources Assessment conducted by Drayton Archaeology, which did not recommend any archaeological management or mitigation measures, but did acknowledge that the site is located in an area of moderate probability for encountering cultural resources. There will be an inadvertent discovery plan in place during construction and the Duwamish Tribe will be invited to observe construction. 11. Transportation – No change in access or employment levels are expected as a result of this proposal, therefore no increase in traffic is predicted. >Rento n CAPITAL PLANNING SCHOOL DISTRICT AN D CON STRUCTIONSERVICE|EXCELLENCE |EQUITY THRESHOLD DETERMINATION:In reaching the Threshold Determination,the Responsible Official reviewed the completed environmental checklist,environmental information on file with RSD,City of Renton,and public/agency comments,relying on the information therein to exercise substantive authority under the Washington State Environmental Policy Act,pursuant to RCW 43.21C.060.This Determination ofNonsignificance (DNS)is issued under the Washington Administrative Code (WAC)197-11-340 and pursuant to the criteria and procedures of WAC 197-11-300 through 197-11-340 and 197-11-390.The Responsible Official has determined that the proposal does not have a probable significant adverse impact with adherenceto local,state,and federal regulations. 1.An Inadvertent Discovery Plan shall be implemented during all ground disturbing activity.If any cultural resources surveys or archaeological investigations occur,the Duwamish and Department of Archaeology (DAHP)shall be notified in advance. 2.The Duwamish Tribe shall be notified of construction start dates and provided the opportunity to observesoil-disturbing activities. Newplantings shall use native vegetation. 4.If during construction,soils are found to be contaminated with arsenic,lead,or other contaminants,extra precaution will be taken to avoid escaping dust,soil,erosion,and water pollution during grading andsite construction.Contaminated soils generated duringsite construction shall be managed and disposed of in accordance with state and local regulations, including the Solid Waste Handling Standards regulation (WAC Chapter 173-350) 5.All imported fill must be clean fill utilizing an approved source. 6.A Construction General Stormwater permit,if required,is to be obtained priorto clearing, 1o 9 ) The lead agency will not act on this proposal for 14 days from issue date (issue date:December 16,2024).Comments must be submitted by 5:00 pm on December30,2024.Comments can be mailed or emailed to the address listed above.There is no agency appeal of this DNS;appeals are governed by RCW 43.21C.075.
