OF APPLICATION AND PUBLIC HEARING
A Master Application has been filed and accepted with the Department of Community & Economic Development (CED) – Planning Division of the City of Renton. The following briefly describes
the application and the necessary Public Approvals. A Notice of Application, dated December 12, 2024, included references that the City of Renton would act as the SEPA Lead Agency and
that the city would be using the Optional Determination of Non-Significance (DNS) process. The initial Notice of Application was intended to be issued as a standard Notice of Application
without the Optional DNS-M process and the Renton School District is the Lead Agency. A virtual/telephonic public hearing is tentatively scheduled for January 28, 2025 at 12:00 PM before
the Renton Hearing Examiner by means of the Zoom video conferencing web application which includes a phone-in option. The public is highly encouraged to attend the meeting by using one
of the methods listed below.

PROJECT DESCRIPTION: The applicant, Renton School District, is requesting Hearing Examiner conditional use permit, site plan review, and a fence height variance for
the construction and expansion of a 15,714 square foot staff parking lot at the District’s Transportation Facility located at 444 and 450 Park Ave N (7224000675 and 7224000676). This
other government facility land use proposal would be sited on two (2) parcels located at the southeast corner of the intersection of Park Ave N and N 5th St. Together the parcels are
approximately 19,596 square feet (0.44 acres) in area, are zoned Commercial Arterial (CA), and are within the Urban Design District D overlay. A small amount of work is proposed on the
large parcel associated with the Transportation Center, for a total disturbed area of 20,964 square feet (0.48 acres). The proposed improvements would be integrated into the larger transportation
building and fleet maintenance facility that provide fleet maintenance and administrative services to the district. The abutting and existing 4.76-acre facility is zoned Light Industrial
(IL) and Commercial Arterial (CA). The proposed parking lot would include 44 new parking spaces (replacing 33 existing), featuring one (1) ADA-compliant space, with the potential to
incorporate electric vehicle charging stations, and additional lighting. In addition, the application includes a variance request to allow for the installation of an eight-foot (8’)
tall security fence with a reduced setback of 10 ½ feet (10.5’) along Park Ave N. The proposed fencing would serve to protect district fleet vehicles and other district assets while
maximizing parking capacity. Additional site improvements include the removal of three (3) curb cuts, construction of a 1,200 square foot public pedestrian plaza at Park Ave N and N
5th St, and landscaping enhancements, including a 10-foot (10’) wide buffer along Park Ave N with 16 new trees. Three (3) trees are proposed to be removed. Stormwater management upgrades
would include the installation of catch basins and water treatment systems to meet city requirements before discharging into the municipal stormwater system. The City’s mapping system
has identified the subject property is within a high seismic hazard area and the Downtown Wellhead Protection Area Zone 2. A SEPA Environmental Checklist, SEPA Determination of Nonsignificance
(DNS), Limited Geotechnical Engineering Study, Technical Information Report, and a Cultural Resource Assessment were submitted with the application.
