HomeMy WebLinkAboutNOA_Project Acceptance_20241126NOTICE OF APPLICATION AND PROPOSED DETERMINATION OF NON-SIGNIFICANCE (DNS) A Master Application has been filed and accepted with the Department of Community & Economic Development (CED) – Planning Division of the City of Renton. The following briefly describes the application and the necessary Public Approvals. See also https://shorturl.at/97Hex  PROJECT DESCRIPTION: The applicant is requesting Environmental (SEPA) Review, a Reasonable Use Variance, a setback Variance, and a street modification in order to construct a new two-story, 3,180 SF single-family home (detached dwelling unit) at 5501 NE 10th St (APN 1023059360). The site is approximately 11,374 sq. ft. (0.26 acres) in size and is located in the Residential - 4 du/ac (R-4) zone and Residential Low Density (LD) Comprehensive Plan Land Use Designation. The applicant is requesting deviation from critical area buffer / building setback standards and deviation from the required front yard setback for the benefit of a new detached dwelling. Critical areas located on the site include sensitive slopes and a high erosion hazard. A Category II wetlands and Type F stream (Honey Creek) buffer are located on an adjacent site and their buffers extend onto the subject site. The applicant proposes to retain one tree. Total critical area buffer impacts are approximately 8,258 sq. ft. The applicant submitted a SEPA checklist, drainage report, and stream study to evaluate the application.  DATE OF APPLICATION: December 12, 2024   NOTICE OF COMPLETE APPLICATION: December 19, 2024  OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS.  PERMITS/REVIEW REQUESTED: Environmental (SEPA) Review, Reasonable Use Variance Review, Setback Variance Review, and Street Modification Review  OTHER PERMITS WHICH MAY BE REQUIRED: Construction, Building  REQUESTED STUDIES: Drainage Report, Stream Study  CONSISTENCY OVERVIEW:    Zoning/Land Use: The subject site is designated Residential Low Density (RLD) on the City of Renton Comprehensive Land Use Map and Residential (R-4) on the City’s Zoning Map.   Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist   Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, RMC 4-2, 4-4, 4-9-070, 4-9-250 and other applicable codes and regulations as appropriate.   Proposed Mitigation Measures: No mitigation measures are proposed at the time of this posting.  Comments on the above application must be submitted in writing by 5:00 PM on January 2, 2025. Per RMC 4-9-190.E.6, a thirty (30) day public comment is required for all Shoreline Development Permit applications.
