the application and the necessary Public Approvals.

PROJECT DESCRIPTION: The applicant is requesting approval of a Critical Area Variance and an Administrative Conditional Use Permit to allow the construction of a 968
square foot (sq. ft.) accessory dwelling unit (ADU) over a new garage of equal square footage within the front yard and critical area buffers. These two (2) applications are being submitted
and reviewed concurrently. The 1.25-acre site is located within the Residential-4 (R-4) zoning classification. The site is bordered on the north, east, and west, by adjoining R-4 residential
properties, and to the South by NE 10th St. The proposed garage-ADU is within a Category II wetland buffer, and within a non-fish seasonal (NS) stream buffer; the stream is known as
Honey Creek. There are also sensitive slopes (>25% & <=40%) and high erosion hazard areas on site. The proposed work will be outside the slope and erosion hazard areas. Along with the
application materials the applicant has submitted a Critical Area Report & Supplemental Stream Study, and a Geotechnical Engineering study. The site is located at 5424 NE 10th St. Access
to the site is from NE 10th ST to the south. The garage-ADU is proposed to be constructed 30 ft. from the front yard property line, which is the minimum distance of the front yard setback
for a primary structure within the zone. There are currently two driveways on site equaling 3,115 sq. ft. The primary driveway to the east is 1,745 sq. ft. The secondary driveway to
the west is 1,370 sq. ft. The ADU location would be placed over the top of a portion of the existing secondary driveway, and the remaining secondary driveway impervious surface square
footage would be removed and landscaped. The garage portion of the ADU would be accessible via the primary driveway which will remain. No widening of the primary driveway has been proposed.
