NARRATIVE
24-12755
On 12/12/2024 at approximately 1651 hours, I was dispatched to a two-vehicle collision with reports
of injury in the 1800 block of Duvall Avenue NE, within the City Limits of Renton, County of King,
State of Washington.
While en route, Dispatch advised that one of the involved party's was complaining of pain and
requested the Renton Regional Fire Authority (RRFA) respond for evaluation.
Upon my arrival, RRFA was already on scene evaluating the involved parties. RRFA treated and
released all patients at the scene. While on scene, I collected each involved party's driving
documents and independent involvement leading up to the collision.
The driver of Unit#1 stated he was not injured and the sole occupant of his vehicle. When asked
what happened, the driver of Unit#1 stated "it was my fault" and explained that he was attempting to
turn out onto Duvall Ave NE from NE 18th Circle, which was on the west side of the roadway-where
his residence is. The driver of Unit#1 stated that he was intending to make a left turn from NE 18th
Circle to proceed northbound onto Duvall Ave NE following the turn. The driver of Unit#1 stated that
both southbound lanes of Duvall Ave NE had created an opening in traffic to allow enough space for
Unit#1 to turn. The driver of Unit#1 believed all southbound traffic on Duvall Ave NE was clear and
therefore proceeded out into the roadway. As Unit#1 reached the center-turn-lane, Unit#1 was met
by another vehicle - Unit#2. The driver of Unit#1 claimed he did not see Unit#2 traveling in the
center-turn-lane due to backed up traffic. The driver of Unit#1 stated that he was unable to avoid the
collision after having pulled out into the roadway and that both vehicles collided, subsequently
causing significant damage to the front of Unit#1.
The driver of Unit#2 said she was the sole occupant of her company vehicle and was traveling
southbound in about the 1800 block of Duvall Ave NE and had entered the center-turn-lane. The
driver of Unit#2 stated she was intending to make a left turn onto NE 18th ST-where her residence
is. The driver of Unit#2 stated she was fully in the center-turn-lane and noticed as Unit#1 abruptly
turned into the center-turn-lane. The driver of Unit#2 came to an immediate stop, however both
vehicles collided in the center-turn-lane in an `offset head-on' collision. Due to the impact, Unit#2 was
pushed backwards into one of the southbound lanes of travel causing significant damage to the front
of Unit#2.
A witness who remained at the scene, identified via pictured WADL as KATINA L PSOMOSTITHIS-
BUNDY (DOB 10/18/1978), stated that she saw the collision occur. PSOMOSTITHIS-BUNDY stated
that she was traveling directly behind Unit#2 and noticed as Unit#2 moved over into the center-turn-
lane for an upcoming left turn. PSOMOSTITHIS-BUNDY stated she did not see where Unit#1
emerged from but said Unit#1 suddenly appeared and that Unit#2 came to a stop just before both
vehicles collided causing them to "bounce everywhere".
Based on the above statements, 1 believe that the driver of Unit#1 (Bueno) was proximate cause for
the collision as Bueno is required to comply with RCW 46.61.190(2) which states that every driver of
a vehicle approaching the point nearest the intersecting roadway where the driver has a view of
approaching traffic of the intersecting roadway must stop before entering the roadway, and after
having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on
another roadway so closely as to constitute an immediate hazard during the time when such driver is
moving across or within the intersection or junction of roadways. Unit#2 was already underway in the
roadway and had right of way.

NARRATIVE
I issued the driver of Unit#1 (Bueno) a citation via mail for violation of RCW 46.61.190 - Fail to Stop
at Intersection causing a collision.
I issued the driver of Unit#2 (Kubay) a written warning via mail for improper center-turn-lane use.
Both Unit#1 and Unit#2 had to be impounded due to extensive damage. An exchange of information
was provided to all involved parties.
