Mayor Pavone called the meeting of the Renton City Council to order at 7:00 PM and led the
Pledge of Allegiance.

SPECIAL PRESENTATION
Public Works Administrator Martin Pastucha reported that the department received two
national awards for the environmental benefits two programs brought forth. He stated that
the city received its first Envision Award from the Institute for Sustainable Infrastructure for
the NE 16th St and Jefferson Ave NE Green Stormwater and Infrastructure project. Mr.
Pastucha thanked staff for their work on this project.
Continuing, Mr. Pastucha reported that the second award showcased Renton's Shift Green
Program. He explained that this purpose of this program is to educate and raise awareness
about recycling used motor oil and filters at proper locations. He stated that through
partnerships with local auto stores, the city educated residents about the importance of
properly recycling these items. He reported that over 100,000 gallons of used motor was
recycled, and that effort was honored with a Program Excellence Award by the North
American Hazardous Material Management Association. He thanked staff, key stakeholders,
and auto stores for their efforts. Mr. Pastucha presented a plaque commemorating this
program to Robert Krause, manager of an O'Reilly Auto Parts store in Renton.
ADMINISTRATIVE REPORT
Deputy CAO Kristi Rowland reviewed a written administrative report summarizing the City’s
recent progress towards goals and work programs adopted as part of its business plan for
2024 and beyond. Items noted were:
Get into the holiday spirit and join us for a bigger and better Battle of the Badges,
Saturday, December 14 from 5:30-8 p.m. at Renton Technical College. Over 30 public
safety agencies will showcase their creativity by competing for the best decorated
vehicle or display, with the community voting for their favorites. Enjoy music and
food trucks, such as Fisher Scones, Café de la Loba, Dirty Dawgz, and Uncle Bill’s
Famous Corn Dog Shack. This is a free event open to the public. Additionally, we will
be collecting non-perishable food and monetary donations to support the Salvation
Army Food Bank. Find the full list of agencies competing and other information a
rentonwa.gov/battle.
Adopt a new dog or cat! The City of Renton, Renton Police Department, and Eastside
Veterinary Associations will host the annual Renton Animal Care and Control adoption
event Saturday, December 14 from 1-4 p.m. at Eastside Veterinary Associates; 1700
NE 44th Street; Renton. Adoption fees are reduced by 50%. Adopt a dog for $50 or
cat for $25. All pets are fully vaccinated, spayed/neutered, and micro-chipped.
Preventative street maintenance will continue to impact traffic and result in
occasional street closures.

AUDIENCE COMMENTS
Patrick Dickinson, Renton, urged council to discontinue fluoridating Renton's water
supply. He submitted documents to this end.
Kent McCleary, Renton, spoke on behalf of the Renton Rowing Center. He thanked
staff and city officials for their continued support of the program.
Diane Dobson, Renton, expressed appreciation to the Public Works Department for
keeping Renton's roadways safe to drive on during the winter months.
Tabitha Pahl, Renton, shared her experiences as a member of the Renton Rowing
Center and thanked city officials for their continued support of the program.
Jack Yager, Renton, shared his experiences as a member of the Renton Rowing Center
and thanked city officials for their continued support of the program.
Kalea Figueroa, Renton, shared her experiences as a member of the Renton Rowing
Center and thanked city officials for their continued support of the program.
Eliza Ritchie, Renton, shared her experiences as a member of the Renton Rowing
Center and thanked city officials for their continued support of the program.
CONSENT AGENDA
The following items are distributed to Councilmembers in advance for study and review, and the
recommended actions will be accepted in a single motion. Any item may be removed for further
discussion if requested by a Councilmember.
a) Approval of Council Meeting minutes of December 2, 2024.Council Concur.
b) AB - 3719 Community & Economic Development Department submits a draft ordinance
streamlining the land use appeal process and recommends the ordinance be referred to the
Planning Commission for review at its next available meeting so it can provide a
recommendation to Council. Refer to Planning Commission and Planning & Development
Committee.
c) AB - 3714 Executive Services Department recommended execution of Amendment 2-24 to
CAG-19-024, contractor Valley Defenders, PLLC, in the amount of $227,711.16, which extends
the contract through March 31, 2025. Council Concur.
d) AB - 3713 Police Department recommended approval to execute an agreement with the
Washington Traffic Safety Commission for Law Enforcement Liaison to accept $5,000 in grant
funds to increase law enforcement participation in traffic safety enforcement and to serve as
a resource for the region's Target Zero manager.Refer to Finance Committee.
e) AB - 3715 Public Works Transportation Systems Division recommended execution of a sub-
award agreement with the Puget Sound Regional Council, to accept $400,000 in US
Department of Transportation grant funds with a $100,000 city match ($500,000 total) for the
Renton Comprehensive Safety Action Plan.Refer to Finance Committee.
f) AB - 3716 Public Works Transportation Systems Division recommended adoption of a
resolution authorizing a 120-day closure of Houser Way N, between January 21, 2025, and
May 22, 2025, for the purpose of installing a watermain and improving storm drainage
facilities in support of the I-405 to Bellevue Widening and Express Toll Lane project. Refer to
Transportation (Aviation) Committee.

g)AB - 3717 Public Works Transportation Systems Division recommends execution of
Amendment #1 to the Project Coordinator Agreement with the Washington State Department
of Transportation (WSDOT), increasing WSDOT's payment to Renton from $240,000 to
$440,000, in support of the Renton to Bellevue Widening and Express Toll Lane project. Refer
to Finance Committee.
h)AB - 3718 Public Works Utility Systems Division reports bid opening on November 12, 2024,
for the Renton Highlands Sanitary Sewer Rehabilitation Phase 3 project (CAG-24-001) and
recommends awarding the contract to the lowest responsive and responsible bidder,
Insituform Technologies, LLC, in the amount of $2,808,428.24. Council Concur.

Discussion ensued about concerns related to the date of the Juneteenth event,
having a policy in place to be more consistent when directing grantees' use of
funds, and clarification that the request to hold funding is only until the next
Council meeting to allow staff time to speak to the event organizers about moving
the date closer to Juneteenth.

b) Planning & Development Committee: Chair Pérez presented a report recommending
concurrence in the staff and Planning Commission recommendation to approve the adoption of
two ordinances and a resolution associated with the adoption and implementation of the State
required 2024 update to the Renton Comprehensive Plan.
One: An ordinance that adopts the updated Comprehensive Plan, the Comprehensive
Plan Land Use Map, and the official zoning map.
Two: An ordinance adopting changes to the Title IV Development Regulations associated
with the update to the Comprehensive Plan.
Three: A resolution adopting two addenda to the Housing Action Plan.

The Committee further recommends waiving Section 6.1.3 of Policy & Procedure 800-07 and
place the ordinances for first reading and advancement to second and final reading at tonight’s
Council meeting.

421284, 421294-421323; payroll benefit withholding vouchers 7550-7565, 421285-
421293 and 3 wire transfers.
2. Payroll – total payment of $2,019,991,99 for payroll vouchers that include 690 direct
deposits and 6 checks. (11/1/2024-11/15/2024 pay period).
3. Municipal Court vouchers 018620-018635 totaling $19,592.96.

Materials/Encampment Cleanups Using State Mater Contract #09321 with Clean Harbors
Environmental Services, Inc. to December 31, 2025.

f) Finance Committee:Chair O'Halloran presented a report recommending concurrence in the staff

Agreement No. WQC-2025-Renton-00120 (CAG-24-261) with the State of Washington
Department of Ecology to accept $297,500 in grant funds with a city match of $52,500 (total
$350,00) for the Lind Ave SW Conveyance and Water Quality Retrofit Project.

g) Finance Committee:Chair O'Halloran presented a report recommending concurrence in the staff
recommendation to approve the 2025 Liability Insurance policies through the city's insurance
broker, Alliant, and authorizes the Mayor and City Clerk to sign the implementing documents in
order to bind the insurance policies. The binder agreement will be transmitted by the broker for
execution prior to January 1, 2025.

2. Approve the Housing Opportunity Fund Affordable Housing Agreement with Homestead
Community Land Trust, and
3. Authorize the Mayor to execute said agreement in substantially the same form.

Councilmember V n expressed concerns about potential conflicts in interest especially
surrounding the Lodging Tax Advisory Committee grant process. Senior Assistant City
Attorney Kent noted that the City Attorney Department will send conflict of interest
information to the full Council.
