NARRATIVE
24-11768
On 11/13/2024 at approximately 0912 hours, I was dispatched to an unknown-if-injury vehicle
collision at the intersection of Renton Avenue Extension and Hayes Place SW, within the City Limits
of Renton, County of King, State of Washington.
Upon arrival, I discovered that the passenger of Unit#1 was complaining of chest pain. I therefore
requested the Renton Regional Fire Authority (RRFA) respond for evaluation. The passenger of Unit
#1 was later transported via ambulance to Harborview Medical Center. The other involved parties did
not complain of injury at the time of report. While on scene, I was able to collect each involved party's
information and independent summary of the events leading up to the collision.
The driver of Unit#1 said he and his adult passenger were traveling northbound on Hayes PL SW
and had approached the stop-sign controlled intersecting roadway of Renton Ave Ext. The driver of
Unit#1 stated that he was intending to make a left turn at the intersection to proceed westbound onto
Renton Ave Ext. The driver of Unit#1 stated that he stopped at the intersection to yield to
approaching traffic. The driver of Unit#1 stated that he believed traffic was clear and began to turn
out into the roadway. The driver of Unit#1 stated that upon entering the roadway, both Unit#1 and
Unit#2 collided in the roadway causing significant damage to the front driver's wheel bearing, fender,
and bumper of Unit#1.
The driver of Unit#2 said she was the sole occupant of her vehicle and was traveling eastbound on
Renton Ave Ext approaching the intersection of Hayes PL SW where Unit#1 was located. The driver
of Unit#2 stated she was intending to continue straight through the uncontrolled intersection for her
direction of travel. The driver of Unit#2 stated that upon reaching the intersecting driveway, Unit#1
failed to yield to her vehicle at the intersection. The driver of Unit#1 was unable to avoid the collision
and subsequently collided into Unit#1 causing significant damage to the front of Unit#2.
Based on the above statements, 1 determined that the Driver of Unit#1 (Bui) is the proximate cause
for the cause of collision as Bui did not grant the right of way to traffic already in the roadway and
underway. Bui violated RCW 46.61.190(2) as every driver of a vehicle approaching an intersecting
roadway shall stop where the driver has a view of approaching traffic on the intersecting roadway
before entering the roadway, and after having stopped shall yield the right-of-way to any vehicle in
the intersection or approaching on another roadway so closely as to constitute an immediate hazard
during the time when such driver is moving across or within the intersection or junction of roadways.
I cited Bui in-person for Failing to Stop/Yield at an intersection causing a collision. Bui was initially
unable to show proof of liability insurance at the scene. Bui was subsequently cited for no insurance
but later showed proof of insurance. I will contact Renton Municipal Court via email to advise them of
proper insurance being provided.
Both Unit#1 and Unit#2 had to be towed due to extensive damage. An exchange of information was
provided to all involved parties.
