1. SUMMARY AND BACKGROUND
The City of Renton (“City”) Housing Repair Assistance Program (“HRAP”) is currently
accepting proposals to establish an On-Call data base of qualified local contractors to
work small home repairs. The existing City format of selecting home repair contractors
was developed in 1985. The City has determined that to follow state and federal
compliance, regulations and guidelines, a more comprehensive selection process is
needed to ensure an impartial and equitable collection method of selected contractors
and that the process is aligned with internal City departments.
The purpose of this Request for Proposal (RFP) is to solicit applications from various
disciplines in home repair contractors, conduct a fair and extensive evaluation based
on criteria listed herein, and select the candidate(s) who best represents the direction
the City wishes to go.
The City of Renton has a population of 108,800 people, with household size averaging
2.57 people per home. Just over half of the households own, rather than rent, their
homes. We are the eighth largest city in Washington.

• Home Improvement
• Healthy Home Evaluation
• Long Range Safety Planning
• Housing Stabilization /Homeless Prevention
2. PROPOSAL GUIDELINES
This Request for Proposal represents the requirements for an open and competitive
process, intended to result in an ON-CALL contract to provide the services outlined in
Section 3. Proposals will be accepted until 4p.m. February 6, 2025. Any proposals
received after this date and time will be deemed unresponsive and returned to the
sender. All proposals must be signed by an official agent or representative of the
company submitting the proposal.
If the organization submitting a proposal must outsource or contract any work to meet
the requirements contained herein, this must be clearly stated in the proposal.
Additionally, all costs included in the proposals must be all-inclusive to include any
outsourced or contracted work. Any proposals which call for outsourcing or
contracting work must include a name and description of the organizations being
contracted. All costs must be itemized to include an explanation of all fees and costs.
All contractual terms and conditions will be subject to review by the City’s legal
department and will include scope, budget, schedule, and other necessary items
pertaining to the project.
The City retains the right to reject any or all proposals and the right to waive any minor
irregularities in the selection process.
3. PROJECT PURPOSE AND DESCRIPTION
The purpose of this project is as follows:
The purpose of this Request for Proposal (RFP) is to solicit proposals from various

wishes to go. To accomplish this, the City has determined that to be in compliance
with state and federal guidelines, a more comprehensive selection process is needed
for small projects to ensure an impartial and equitable selection method and is aligned
with internal City departments.
Project Description:
HRAP typically provides and contract for the following services for the City of Renton’s
eligible homeowners; Plumbing Repairs and Replacement; Pest Control; Heating/HVAC
systems; General Electrical Replacement and Repairs; Broken Window Replacement;
Wood Framing Projects and Roofing/General Construction. These disciplines in total
make up the project description also outlined in section 4 scope of work.
4. PROJECT SCOPE OF WORK
The type of home repair projects that HRAP outsources and the skills and experience
that your company will be required to have to fulfill the desired qualifications to be
considered should include at least one of the following disciplines: pest control
services; general plumbing repairs and plumbing replacement; roofing and general
construction; heating / HVAC system repairs; wood framing projects; general electrical
replacement and repairs; and broken window replacement. These services are the
scope of work. Focus on your expertise and describe accordingly with respect to
budget, timeline of project completion and any additional information that would be
pertinent to this proposal.
5. REQUEST FOR PROPOSAL AND PROJECT TIMELINE
All proposals in response to this RFP are due no later than February 6, 2025.
Evaluation of proposals will be conducted from February 7h through February 21st. If
additional information or discussions are needed with any bidders during this two-week
window, the bidder(s) will be notified.
The selection decision for the winning bidder(s) will be made no later than February
28th, 2025.
Notifications to bidders who were not selected will be completed by March 4th, 2025.
6. BUDGET
All proposals must include proposed costs to complete the task you selected
described in the project scope. Pick the area of your company’s expertise from
section 4 and provide an example of a budget to complete a typical project that you
have done in recent months. A typical size of a home we serve is 1,000sf to 3,000sf;
the average age of the home 30 plus years. You can use these numbers as a
guideline in your calculations if needed.
7. BIDDER QUALIFICATIONS
Bidders should provide the following items as part of their proposal for consideration:
• Description of experience in doing the project described in the scope of work
• Examples of 3 or more home repair projects completed by your organization
• Testimonials from past clients
• Timeframe example for completion of a typical project of your expertise.
• Eligible for City of Renton Business License
• Proof of Insurance
8. PROPOSAL EVALUATION CRITERIA
The City will evaluate all proposals based on the following criteria. To ensure
consideration for this Request for Proposal, your proposal should be complete and
include all the following criteria:
• Overall proposal suitability: proposed solution(s) must meet the scope and
needs included herein and be presented in a clear and organized manner
• Organizational Experience: Bidders will be evaluated on their experience as it
pertains to the scope of an assigned project
• Previous work: Bidders will be evaluated on examples of their work pertaining to
home repairs as well as client testimonials and references
• Value and cost: Bidders will be evaluated on the cost of their solution(s) based
on the work to be performed in accordance with the scope of an assigned
project
• Technical expertise and experience: Bidders must provide descriptions and
documentation of staff technical expertise and experience
The following weighting will be assigned to the proposal for
evaluation purposes:
Technical Proposal – 80%
• Overall proposal suitability
• Budget/Work Plan
• Project Schedule
• Technical Expertise
• Deliverables
Management Proposal – 20%
• Project Management
• Organizational Experience
• Previous Work
Total score: Up to 100 points.
Each bidder must submit 3 copies of their proposal to the address below by February 6,
2025.
