Renton Case #24-12588

On 12/07/2024 at 1558 hours I was dispatched to the approximate 900 block of Benson RD S, in the
City of Renton, King County, Washington. I was responding to a call of an unknown injury, vehicle in
water, rollover accident. This incident was captured on my body worn video camera. This report is a
summation of events that occurred and is not an exact sequence of events.
While en route, dispatch advised the following: South of location, vehicle in water, patient out. Patient
still in water, hanging onto vehicle. Vehicle in retention pond.
At approximately 1601 hours, I arrived on scene and located Unit 1 vehicle submerged in a retention
pond on the east side of Benson Rd S. Unit 1 driver was outside of the vehicle, clinging to the top of
the vehicle roof.
I identified Unit 1 as a gray 2007 Ford F250 (WA LIC # D64182B) being driven by Unit 1 driver,
identified by her WA DOL as Ariel D Franks (DOB 09/05/1995).
After several minutes on scene, Unit 1 driver was able to exit the retention pond under her own
power. She was then immediately placed in the back of an ambulance to receive treatment from
RRFD, who was also on scene.
While Unit 1 driver received medical treatment, I spoke with the reporting party/witness, who
identified via his WA DL as Lehi T Fakailoatonga (DOB 08/08/1998). Fakailoatonga stated that he
had been traveling southbound on Benson RD S when he observed Unit 1 vehicle traveling
northbound on Benson Rd S. Fakailoatonga said that upon seeing Unit 1 vehicle, he noted her high
rate of speed and said she partially crossed into his lane of travel, causing him to have to swerve to
avoid a collision. Fakailoatonga said that once Unit 1 vehicle passed him, he watched Unit 1 vehicle
lose control and veer off the roadway. Fakailoatonga stated that once off the roadway, Unit 1 vehicle
rolled several times, coming to rest in the water filled retention pond.
Prior to Unit 1 driver being transported to Valley Medical Center, I briefly spoke to her regarding the
accident. Unit 1 driver stated that she was traveling northbound on Benson RD S, traveling
approximately 40 MPH, when her vehicle lost control on the wet pavement. As a result, her vehicle
ended up in the retention pond. Unit 1 driver said that the vehicle belonged to her employer, and that
she was unsure if the vehicle had insurance.
As a result of the accident, a black chain-link fence that surrounded the retention pond was damaged.
I later contacted the Washington Department of Transportation and reported the damage.
I took photographs of the scene, including the vehicle in the water and its sustained damage and later
uploaded them to Axon Evidence.
Unit 1 driver was transported from the scene via ambulance to Valley Medical Center.
Bankers Towing arrived and removed the vehicle from the scene.
I then cleared the scene.
