EF51403 CASE# 24-12858 OF DATE AND r�N + 12/16/24 16:56 O�COLLISION NARRATIVE 24-12858 On 12/16/2024 at approximately 1657 hours, I was dispatched to a two-vehicle blocking collision in the 3200 block of Benson Drive South (JNO SE 172nd ST), within the City Limits of Renton, County of King, State of Washington. Upon arrival, I contacted the involved parties and confirmed no injuries had occurred requiring immediate medical response at the time of report. There, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit#1 said he was the sole occupant of his vehicle and was traveling southbound in about the 3200 block of Benson Drive South just north of the intersection of SE 172nd ST in lane 2 of 2. The driver of Unit#1 stated he was traveling directly behind Unit#2 and did not realize Unit#2 had come to a stop for queued traffic ahead. The driver of Unit#1 stated that he tried to swerve but simply was unable to stop in time and subsequently collided with the rear of Unit#2 causing moderate damage to the front of Unit#1. The driver of Unit#2 said she was the sole occupant of her vehicle and was also traveling southbound in about the 3200 block of Benson Drive South just north of the intersection of SE 172nd ST in lane 2 of 2. While Unit #2 was stopped for queued traffic, Unit#1 collided with the rear of Unit #2 causing moderate damage to the rear of Unit #2, specifically towards the rear passenger quarter panel. A DOL records check revealed that the driver of Unit#1 (Vollan) was listed as "Not Licensed - Eligible". Vollan violated RCW 46.20.015 by Driving without a Valid Operator's License (NVOL) with valid Identification. The driver of Unit#1 (Vollan) was not paying attention to traffic in front of him. Vollan violated Renton Municipal Code (RMC) 10-12-25 -Inattentive Driving which is defined as any person to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require. (Ord. 4462, 7-25-94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11). Based on the above statements, I determined that the Driver of Unit#1 (Vollan) is the proximate cause for the collision due to inattention causing a collision. Vollan should have been paying closer attention to the movement of traffic in front of him. I cited Vollan in-person for Inattention (ref RMC 10-12-25) and NVOL with Valid ID (ref RCW 46.20.015). 1 issued Vollan a Correction Notice in-person for Operating a Motor Vehicle without Insurance (ref. RCW 46.30.020) and for Expired Registration greater than 2 months (ref RCW 46.16A.030) Both involved vehicles were towed due to disabling damage.
