EF53631 CASE# 25-170 OF COLLI ION 01/06/25 07:30 OI;COLLISICiN NARRATIVE 25-00170 Unless otherwise noted, the following occurred in the City of Renton, County of King, WA. On 01-06-2025 at approximately 0734 hours I was dispatched an accident located at NE Sunset Blvd and NE 10th St. Dispatch advised of a moving two vehicle collision located at the intersection of NE Sunset Blvd and NE 10th St. Dispatch advised that Vehicle Number 1, a blue Audi A3 had pulled off the roadway into the Safeway parking lot located at 2725 NE Sunset Blvd. Vehicle Number 2 continued off NE Sunset Blvd onto the roadway of NE 10th St near the Shell station location at 2800 NE Sunset Blvd. Upon my arrival, I found: There was a two-vehicle collision, both vehicles were located at the above stated locations. I identified Vehicle #1 was parked in the Safeway parking lot unoccupied. I identified vehicle #2 parked along NE 10th St. I observed that all airbags of vehicle #2 had been deployed and the passenger remained in the front right seat of the vehicle. I contacted the operator and asked if they needed medical attention, the passenger of the vehicle was complaining of shoulder pain. Renton Fire Department was enroute to check for possible injuries. The operator did not express signs of injury. I observed the driver of vehicle #1 re-entering his vehicle in the Safeway parking lot, I collected identification from the driver and passenger of vehicle #2 and went back to vehicle #1 to contact the operator. The operator of vehicle 1 made the following statements: The operator of vehicle 1 was identified by Washington State Driver's License as Igor E. Kagarlitsky (DOB 02-20-1968). Igor stated he was traveling Southbound on NE 10th St and was continuing through the intersection of NE Sunset Blvd and NE 10th St. He stated that he had a green light when traveling through the intersection. As he entered the intersection, he struck the rear passenger quarter panel of Vehicle 2 with the front right portion of his vehicle. This concludes Igor's communication with me regarding the accident, please see the below Officer Conclusion for more information regarding my contact with Igor. The operator of vehicle 2 made the following statements: The operator of vehicle 2 was identified by Washington State Driver's License as Jose L. Rodriguez- Ramirez (DOB 10-16-1978). Jose was traveling westbound on NE Sunset Blvd and was continuing through the intersection of NE Sunset Blvd and NE 10th St. He stated that the light was yellow, possibly red, when he was clearing through the intersection. As he was clearing the intersection he was struck by vehicle 1 on the rear passenger quarter panel. Operator of vehicle 2 advised that they had a AAA tow truck enroute to remove their vehicle from the roadway. Investigation of the collision scene found: Both vehicles were traveling through the intersection of NE 10th St. and NE Sunset Blvd. Based on the information provided by both drivers it is unclear at this time which operator had the right of way. Vehicle 1 stated that they were traveling through a yellow light, Vehicle 2 stated that they were traveling through a green light. Unless further information is provided it us unclear on what vehicle was at fault for the accident. Possible camera footage may be available from the Shell station or King County Library on the corners of NE Sunset Blvd and NE 10th St. PAGE 3 OF 5 REPORT NO. EF53631 CASE# 25-170 OF COLLI ION 01/06/25 07:30 OI;COLLISICiN NARRATIVE Officer conclusion: An exchange of information was provided for both drivers, they were also provided with their case #25-170. When 1 contacted Igor, he was sitting in the back seat of his vehicle. He stated that he had already provided the other driver with his information but was unable to provide me with Identification, Insurance, or Registration for his vehicle. Igor stated he just purchased the car and had not purchased insurance yet. Although he stated that he already provided Jose with his information he did not do so and walked away with Jose's insurance card, which he was unable to locate when asked to return it. When 1 ran Igor on Access, I was informed of him being Suspended/Revoked in the 3rd Degree and is required to have an Ignition Interlock device installed on his vehicle. 1 was able to observe that the vehicle he was operating did not have an ignition interlock device installed, please see images uploaded to evidence.com under case #25-170. 1 advised Igor that he was under arrest and placed him into handcuffs without incident. re-contacted the operator of Vehicle 2 Jose L. Rodriguez-Ramirez (DOB 10-16-1978) and asked if he would be able to identify Igor as the operator of Vehicle 1. Jose advised that he would be able to positively identify him if he was to see him. 1 advised Jose of the One-on-One Admonitions that he stated he understood. I transported Jose to Igor's location, and he positively identified Igor as the vehicle operator with 100% certainty. advised Igor E. Kagarlitsky (DOB 02-20-1968) of his Miranda Rights that he stated he understood. He stated that he wished to talk with me, Igor stated that he was aware that he was not supposed to be operating a vehicle and that he needed to have an Ignition Interlock Installed on his vehicle. Officer Chang transported Igor E. Kagarlitsky (DOB 02-20-1968) to Score Jail where he was booked for Driving While License Suspended/Revoked in the 3rd Degree and Operating a Vehicle Without an Ignition Interlock Device (Citation #5A0005647). There is Probable Cause to Arrest Igor E. Kagarlitsky (DOB 02-20-1968) for Operating a Motor Vehicle while License Suspended/Revoked in the 3rd Degree (RCW 46.20.342) by operating a motor vehicle when his license is suspended in the 3rd degree. Also for operating a Vehicle Without an Ignition Interlock Device installed (RCW 46.20.720) by operating a motor vehicle that does not have an Ignition Interlock Device installed when he is required to do so. Igor will also be receiving a citation for operating a motor vehicle without insurance (Citation #5A0005648).
