EF22172 CASE# 24-10180 pOF COUASIONE 09/29/2411:26 NARRATIVE 24-10180 Unless otherwise noted, the following occurred in the City of Renton, County of King, WA. On 9/29/2024 at about 1126 hours I was dispatched to a collision at NE 4TH/Duvall Ave NE. I arrived at the location and observed Unit#1 in the intersection blocking west bound traffic on NE 4th St. The vehicle had significant front-end damage with airbag deployment. I observed Unit#2 had pulled off the road into a nearby parking lot just east of the location. The vehicle had minor damage to the left side of the front bumper and a large dent to the front left panel. All occupants of the vehicles were walking around and had no obvious injuries. Renton Fire Department arrived on scene and medically evaluated all occupants involved. I contacted the driver of Unit#2 who explained that she was the sole occupant of the vehicle and that prior to the collision she was driving west on NE 4th St approaching the Duvall Ave NE. She said she had a green light as she approached the intersection and observed a vehicle in the left turn lane facing east on NE 4th St that had rushed in front of her to take a left turn onto Duvall Ave NE and Unit #1 followed behind it to make a left turn just as she was driving through the intersection causing the collision. The driver of Unit#2 said she attempted to swerve to avoid the collision but was unable to and struck the front end of Unit#1 as it was attempting to take a left turn. The driver of Unit#2 provided me with his license, valid insurance, and registration. I contacted the driver of Unit#1 who was being treated by Renton Fire Department. She provided me with her valid license but was unable to provide current insurance or a statement at the time of the incident due to being transported to the hospital at her request for complaints of pain. I contacted Witness#1 who advised that he was stopped at a red light on Duvall Ave NE facing south. He said he observed Unit#1 take a left turn from NE 4th St onto Duvall Ave NE where it collided with Unit#2 who was driving west on NE 4th St through the intersection. contacted Witness#2 who told me she was on NE 4th St behind Unit#1 in the left turn lane. She explained that the left turn arrow was yellow or possibly red indicating west bound traffic had the right of way. She said Unit#1 proceeded to take a left hand turn directly in front of Unit#2 causing them to collide. Based on the above statements, I determined that the Driver of Unit#1 (Wie) is the proximate cause for the collision due to not granting the right of way during a left turn causing a collision. The driver of Unit#1 violated RCW 46.61.185(1) by being the driver of a vehicle intending to turn to the left within an intersection and not yielding the right-of-way to any vehicle approaching from the opposite direction which is within the intersection or so close thereto as to constitute an immediate hazard. The driver of Unit#1 (Wie) did not grant the right of way to Unit#2 traveling in the roadway which had the right of way and was already underway. Due to Unit#1 having to traverse across oncoming traffic, the driver of Unit#1 must wait until the intersection is clear of hazard prior to proceeding. Due to significant damage, I completed a Sector impound form and provided it to Bankers Towing who responded to the location and towed Unit#1. I took photos of both vehicle's and uploaded them to Axon. provided both drivers with an exchange of information. I completed Sector Citation#4A0690302 to be sent to the prosecutor's queue for review. I was unable to advise the driver of Unit#1 that she would be receiving a citation in the mail due to her being transported by Renton Fire Department. My involvement in this case was captured on my department-issued Axon body camera. This report is a summary of events that occurred and is not an exact sequencing of events.
