EF54823 CASE# 25-78 OF LNa 01/03/25 13:41 F coy�isI©�ON u NARRATIVE On 01/03/2025 at approximately 13:46 hours, I was dispatched to an injury and blocking vehicle collision at the intersection of Logan Ave N and N 4th St, within the City Limits of Renton, County of King, State of Washington. Upon my arrival, RRFA had already responded and evaluated the involved parties prior to my arrival. All parties were treated at the scene and released by RRFA. While on scene, I was able to collect each involved party's information and independent summary of the events leading up to the collision. The driver of Unit 1 stated that he had been travelling northbound in Lane 2 on Logan Ave N when he approached a yellow light at the intersection of Logan Ave N and N 4th St. The driver of Unit 1 stated that he traveled through the intersection during the yellow light and struck Unit 2 as it turned southbound from Lane 2 onto Logan Ave N. The driver of Unit 2 stated that he had been waiting at the intersection of Logan Ave N and N 4th St in Lane 2, attempting to turn southbound onto Logan Ave N. The driver of Unit 2 stated that he had a green light and proceeded with his left turn, where he was struck by Unit 1 as it accelerated in an attempt to make the light. Two independent witnesses stated that Unit 2 had a green light, and that Unit 1 accelerated in an attempt to pass through the intersection, running a red light. Based on the above statements, I determined that the Driver of Unit 1 (Pham) is the proximate cause for the cause of collision as Pham did not grant the right of way to traffic already in the roadway and underway. Pham violated RCW 46.61.190(2) as every driver of a vehicle approaching an intersecting roadway shall stop where the driver has a view of approaching traffic on the intersecting roadway before entering the roadway, and after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways. I issued Pham a warning for failing to yield the right of way and obey traffic signals. Both Unit 1 and Unit 2 had to be privately towed due to extensive damage. An exchange of information was provided to all involved parties. The incorrect case number was provided to all parties via the exchange of information document. As of 01/03/2025 15:50 all parties have been contacted and provided with the updated case number.
