EF50267 CASE# 24-13162 OF COLLISION 12/26/24 00:01 OF CbLLI510N NARRATIVE On 12/26/2024 at 0006 hours, I was dispatched to a motor vehicle collision at NE 28th St and Jones Ave NE. Pre-Collision Unit 1 fled the scene after the collision and was unavailable for a statement Unit 2's driver stated that he was driving from home to the gas station nearby to fill his tires with air at his mother's request. Driver 2 stated that he was traveling West on Kennewick PI NE approaching NE 28th St when he saw his friend walking his dog on the South side of the roadway. Driver 1 stated that he stopped to say Merry Christmas to his friend, who asked if he could get into the vehicle with him. At this time, Driver 2 stated that he pulled onto the Southwest corner of the intersection where he was stationary in the opposing lane of traffic, with no other vehicles in front of him. Driver 2 stated that when his friend entered the rear left drivers side of Unit 2, he saw Unit 1 pull alongside the passenger side of his vehicle and come to a full and complete stop in the middle of the roadway. Collision Driver 2 stated that he became frightened and began to travel West on NE 28th St in the opposing lane of traffic to get away from Unit 1. Driver 2 stated that Unit 1 then followed suit and drove along side him Westbound on NE 28th St in the correct lane of traffic. Upon reaching the intersection of NE 28th St and Jones Ave NE, Driver 2 stated that Unit 1's driver side front bumper and side made contact with the passenger side front and rear doors and forced Unit 2 into a spin, effectively performing a PIT maneuver. This caused substantial damage to Unit 2. Driver 2 stated that Driver 1 exited her vehicle and demanded him out of the car. Driver 2 described Driver 1 as a female and that he would not be able to identify her if he saw her again. Driver 2 then stated that Driver 1 reentered her vehicle and drove away Eastbound on NE 28th St before losing visual on Unit 1. Injuries Driver 2 did not complain of any injuries and the passenger complained of minor back pain. Aid was declined. Vehicle dispositions Unit 1 was operable and Unit 2 was rendered inoperable. It was later towed by a private tow truck. Proximate Cause There is probable cause to arrest the driver of Unit 1 for Attempted Assault in the 2nd Degree x2 because they assaulted Driver 2 and the passenger not amounting to Assault in the 1 st Degree by knowingly striking their vehicle forcing a collision that was likely to result in serious bodily harm, Reckless Driving because they drove a vehicle with a willful and wanton disregard for the safety of other persons, and Hit & Run Attended because The driver of any vehicle involved in an accident resulting only in damage to a vehicle which is driven or attended by any person or damage to other property must move the vehicle as soon as possible off the roadway or freeway main lanes, shoulders, medians, and adjacent areas to a location on an exit ramp shoulder, the frontage road, the nearest suitable cross street, or other suitable location. The driver shall remain at the suitable location until he or she has fulfilled the requirements of subsection (3) of this section. Subsection 3 states that unless otherwise provided in subsection (7) of this section the driver of any vehicle involved in an accident resulting in injury to or death of any person, or involving striking the body of a deceased person, or resulting in damage to any vehicle which is driven or attended by any person or damage to other property shall give his or her name, address, insurance company, insurance policy number, and vehicle license number and shall exhibit his or her vehicle driver's license to any person struck or injured or the driver or any occupant of, or any person attending, any such vehicle collided with and shall render to any person injured in such accident reasonable assistance, including the carrying or the making of arrangements for the carrying of such person to a physician or hospital for medical treatment if it is apparent that such treatment is necessary or if such carrying is requested by the injured person or on his or her behalf. Under no circumstances shall the rendering of assistance or other compliance with the provisions of this subsection be evidence of the liability of any driver for such accident. I provided Driver 2 with an info exchange form with the case number. More follow up will be conducted for video footage at a later date.
