1.0 Project Description
The applicant proposes to construct an Accessory Dwelling Unit (ADU). This critical area report
was required by the City of Renton Memorandum, November 3, 2021, PRADU File No. 21-
000314.
2.0 Parcel Identification No., Address, Abbreviated Legal Descriptions & Directions
The King County tax parcel number is 22305-9112. The street address is 13411 S.E. 151st St.,
Renton, WA 98058. The subject study area is located in the Southwest Quarter of Section 22,
Township 23 North, Range 5 East, of the Willamette Meridian.
The subject property’s legal description is as follows:

3.0 Methodology
3.1 Federal and State Wetland Methodologies
The wetland assessment and delineation were performed using the 1997 Washington State
Wetlands Identification and Delineation Manual (DOE, 1997) and the U.S. Army Corps of
Engineers “Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Western
Mountains, Valleys, and Coastal Region, Version 2.0” (COE. 2010). The Routine Determination
method was used because “the project area is small, plant communities are homogeneous, plant
community boundaries are abrupt, and the project is not controversial”.
3.2 Date, Weather Conditions and Wetland Scientist
The wetland determination was performed on November 19, 2021. The weather was overcast.
The Cedar River was flowing within its’ streambanks. The wetland scientist was Jeffery S. Jones.
4.0 Results and Discussion
There are no wetlands on or visible from the subject property. The property is primarily lawn
grass between the house patios and the streambank of the Cedar River. The soils are Pilchuck fine
sandy, which is a non-hydric fluvial soil that does not meet the criteria for a hydric soil. The
taxonomic classification is Mixed, Mesic Dystric Xeropsamments. The typical Pedon “A”
horizon depth is 0-20 inches of sand. The drainage classification is “somewhat excessively
drained”. Soils color are 10YR 4/3, as determined with a Munsell color chart in the field. The
soils profile was probably somewhat altered at the time the property was converted to lawn. A

shallow perched water table or a saturated soil profile were not observed even though there was
recent heavy precipitation.
The city municipal code identifies the Cedar River as a shoreline of the state and regulated under
their Shoreline Master Program. The Cedar River is a shoreline of the state because the mean
annual flow exceeds 20 cubic feet per second (CFS). Shoreline jurisdiction extends upland 200
feet landward from the edge of the water. Any activity within 200 feet of the shoreline will
require a shoreline application and review process. Encompass Engineering and Land Surveying
has prepared a map identifying the Ordinary High Water Mark (OHWM) and the 200-ft shoreline
jurisdiction boundary, which will be used to determine if proposed development activities are
within shoreline jurisdiction. The plan must meet the city submittal requirements for a critical
area map. The plan must show the OHWM, contours at a 2-foot contour interval, 100-year
floodplain and floodway boundaries, significant trees, and any other required information.
Shorelines of the state are not regulated as aquatic areas in the city municipal code. According to
Renton Municipal Code (RMC) “4-3-050B APPLICABILITY:
1. Lands to Which These Regulations Apply and Non-regulated Lands: The following critical
areas are regulated by this Section. Multiple development standards may apply to a site feature
based upon overlapping critical area(s) and/or critical area classifications:”
“d. Streams and Lakes. All applicable requirements of this Section apply to Class F, Np, and
Ns water bodies, as defined in subsection G7 of this Section or on sites within one hundred
feet (100') of Class F, Np, and Ns water bodies, except Type S water bodies, inventoried as
“Shorelines of the State,” are not subject to this Section, and are regulated in RMC 4-3-090,
Shoreline Master Program Regulations, and RMC 4-9-190, Shoreline Permits.”
There are other critical areas present on or near the subject property including steep slopes and
landslide hazard on the opposite side of the Cedar River, and seismic and floodplain hazards on
the subject property. These types of hazards are beyond the scope of work of this study and will
be addressed by a geologist and civil engineer. A supplemental stream study should not be
required because the stream is already classified.
5.0 Stream Narrative
The Cedar River is classified as a shoreline of the state on the cities COR map, see attached map.
The community is residential with developed lawns to the OHWM on the north side of the river.
The south streambank is densely vegetated with native plants and tree overstory.
A number of salmonid species use the river for part or all of their life cycles, including occurrence,
migration, breeding and rearing. Several of these species are listed as “Threatened”, see the
attached PHS report. A number of mammal and bird species also use the river. A female common
merganser was observed flying down the river on November 19th, 2021.
The development proposal will not impact any trees within the shoreline jurisdiction. Several
large black cottonwood (Populus balsamifera t.) are present close to the river. They will not be
impacted.
As long as the proposed development is outside of the 200-ft shoreline jurisdiction, then
compliance with shoreline regulations should not be required. If the proposal has impacts within

the shoreline jurisdiction, then mitigation in the form of vegetative enhancement may be necessary
to demonstrate no net loss of ecological functions.
6.0 Limitations
Stream and wetland determinations and delineations are not final until approved by regulatory
agencies and/or local jurisdictions. J. S. Jones and Associates, Inc. does not guarantee acceptance
or approval by regulatory agencies, or that any intended use will be achieved.
