EF51244 CASE# 24-13235 OF COLLISION 12/27/24 21:06 OF CbLLI510N NARRATIVE On 12/27/2024, 1 was working uniformed patrol in a marked police car as 3R23. At approximately 2107 hours, officers were dispatched to an accident with unknown injuries at the intersection of Logan Ave N/N 8th St which is located within the city limits of Renton, County of King, Washington. Later investigation revealed this was an accident involving injuries. Dispatch advised that there was a brief open line with an automatic crash notification (ACN). As I was driving to the call, dispatch advised that a provider for one of the ACN companies had called reporting that someone was involved in an accident and complaining of back pain. Dispatch also advised a passerby had called reporting a collision at the location. They reported that a Ford had run through a red light and hit a black Jeep. Dispatch also advised that another involved party had called and stated he was involved in a motor vehicle accident. When I arrived at the dispatch location, I located 3 vehicles around the intersection. I identified the involved vehicles as follows: Unit#1: A silver 2024 Ford F150 (WA-Temp/A7994086, VIN/1 FTFW3L89RKE77913). Driver (sole occupant): Zhigang Wang (DOB: 01/24/1969, verified via DOL photo). Unit 2: A dark gray 2021 Jeep Wrangler (WA/DAE2DAE, VI N/1 C4HJXDM8MW667794). Driver (sole occupant): Vernon M. Dae (DOB: 12/05/1957, verified via DOL photo). Unit#3: A white 2008 Toyota FJ Cruiser (AK/STS2SS, VIN/JTEBUI I F98K028686). Driver (sole occupant): Launce M. Turner (DOB: 05/27/1956, verified via DOL photo). It should also be noted the area where the collision occurred is a busy throughway. Many large businesses were open and operating in the area with heavy pedestrian and vehicular traffic. At the time of the collision, the surrounding area was dark with street lights and other ambient business lights on. Additionally, it was raining steadily around. The Renton Fire Department had already been dispatched to this incident and arrived a short time after police did. They began to work on patients providing aid where needed. I saw that the driver of Unit 3 was out of his car, and he began to speak to me about the accident. I asked him to return to his vehicle for the time being. I then went to check in on the other two drivers. I saw that the driver of Unit 2 was still in the front driver's seat of his vehicle. He stated he recently had knee surgery and that he had back pain. I saw that his face was grimacing in pain but was otherwise awake, conscious, and briefly spoke to me. He remained in his vehicle until aid personnel could see him. I then went to Unit 1 and saw that the driver was still inside the front driver's seat. I noticed that he had trouble speaking English. I instructed him to stay in the vehicle to which he complied. He stated he was not injured I returned to Unit 3 and spoke to him about the circumstances of the collision. My conversation with him is summarized as follows: Unit 3 stated he was in the eastbound lanes on N 8th St in the number 2 lane just west of Logan Ave N about to exit the nearby Boeing parking lot. Unit 3 described that Unit 2 was on his right hand side in the number 1 lane headed in the same direction. PAGE 3 OF 7 REPORT NO. EF51244 CASE# 24-13235 OF COLLISION 12/27/24 21:06 OF CbLLI510N NARRATIVE Unit 3 stated that his traffic signal turned green which indicated eastbound traffic could proceed through the intersection. Unit 3 proceeded past Logan Ave N to continue eastbound on N 8th St. Unit 3 then said Unit 1 had approached from the south headed northbound on Logan Ave N approaching N 8th St. Unit 3 stated that Unit 1 had appeared to go against his red traffic signal. As a result of this, Unit 3 stated that Unit 1 had impacted the passenger side of Unit 2, which slid Unit 2 into the passenger side of Unit 3 in the adjacent lane. The driver of Unit 3 complained of some slight neck pain but declined aid. I also did not recall seeing any airbags deployed inside Unit 3. Unit 3 also stated he was seat-belted. Other officers had gone to speak to the driver of Unit 2 who was in the back of an ambulance. Other officers had relayed to me a similar story described by Unit 3. Unit 2 was headed in the same direction as Unit 3 coming out of the same parking lot and crossing the same intersection when suddenly Unit 1 hit his passenger side. This causes Unit 2's driver's side area to slide into Unit 3 impacting Unit 3 on his passenger side. Unit 2 stated he was in significant back pain and recently had knee surgery. He was unable to get out of the vehicle and needed assistance from the fire department due to his pain. I recalled that Unit 2's airbags were deployed. I also recall that Unit 2 was seat belted when I initially checked in on him when I first arrived at the location. I was then able to speak to Unit 1. 1 utilized the Mandarin Language Line to speak with the driver of Unit 1. My conversation with him is summarized as follows: Unit 1 stated he was headed northbound on Logan Ave N and was approaching the N 8th St intersection. Unit 1 stated he saw that the light was red and tried to stop. Unit 1 was unable to stop, and its front end crashed into the passenger side of Unit 2. Unit 2 then slid into Unit 3 in the adjacent lane as a result. Unit 1 stated he was uninjured. I also recall that Unit 1's airbags had also been deployed. Unit 1 also stated he was seat-belted in. I was later able to speak to a witness who had left the location before police arrival. This witness verbally identified themselves to be over the phone as Mina (Mon) Amir Shawky Saad Shokralla (DOB: 09/29/19900. My conversation with him is summarized as follows: Mon explained that he was in his vehicle also traveling northbound on Logan Ave N behind Unit 1. Mon described that he observed that as they approached the intersection at N 8th St, the signal for northbound traffic was red. Mon observed Unit 1 continued northbound against the red light. Mon then said that Unit 1 had struck Unit 2 and subsequently Unit 3. 1 looked around all of the involved vehicles and observed the following damage: Unit 1 Damage: Crushed in front bumper area. Large dents and scratches on the front passenger side area. Unit 2 Damage: Crushed in passenger side doors (both). A dented and scratched-up area around the rear driver's side. Unit 3 Damage: Dented and scratched up passenger side doors (both). PAGE 4 OF 7 REPORT NO. EF51244 CASE# 24-13235 OF COLLISION 12/27/24 21:06 OF CbLLI510N NARRATIVE Unit 1 was initially going to be transported by Gene Meyer Tow to his residence, however, he had left the location of the crash with another subject in another vehicle before talking to the tow truck driver. Unit 1 was subsequently impounded as it was blocking northbound Logan Ave N traffic from N 8th St to the Gene Meyer Impound Lot. Unit 2 was also subsequently impounded by Gene Meyer Tow. The driver of Unit 2 was transported to a hospital due to his injuries. Due to the medical transport of the driver of Unit 2, 1 was unable to retrieve his insurance information from him at this time. Unit 2 did mention he had insurance but was unable to retrieve it at the time of the collision. Unit 3 was able to leave under its own power. All parties involved were provided with Renton PD business cards with the associated case number for their records. Based on the fact that the driver of Unit 1 had driven in a manner that was not reasonable and prudent under the above-described roadway and environmental conditions resulting in a collision, I found reasonable cause to cite the driver for RCW 46.61.400 -Speeds too fast for conditions. Additionally, based on the fact that the driver of Unit 1 failed to obey the traffic legend at the above- described intersection resulting in a collision, I found reasonable cause to cite the driver for RCW 46.61.050 -Failure to obey traffic legend. The above citations were mailed to Unit 1. Based on the above-described circumstances, Unit 1 appears to be the proximate cause of the collision. This report is for informational purposes to document the collision. This concludes my report.
