EF59681 CASE# 25-791 F LNa O 01/24/25 21:02 F coy�isI©�ON u NARRATIVE 25-791 At about 2104 hours on 01/24/2025 1 responded to an injury hit and run collision at, Talbot RD S/ S 51st CT, located at, in the city of Renton, King County, Washington. Dispatch advised me that the accident was between one vehicle and a pedestrian, the vehicle was GOA and the victim had broken leg. Upon my arrival I located the victim who was later identified as Richard Sanchez (DOB 07/08/1967) via AFIS, verified by WADOL. Richard was laying in the center turn lane of Talbot RD S, which is a two-way road divided by the turn lane with no barrier. Richard was already surrounded with medical personnel, but I observed a large amount of blood coming from Richard's head, teeth in the roadway near his head, and an obvious lower leg injury. Photos were later taken of Richard while he was being treated, showing the position in which he landed in. Richard was located approximately 15 yards north of S 51 st CT. While Richard was being treated, I contacted a witness, identified as Kyle C Soper (DOB 11/07/2007) via WADOL. Kyle advised he was driving south bound on Talbot RD S at the time of the collision. He advised he remembered seeing a dark silhouette cross the roadway, walking from west to east on Talbot at S 51 st ST. Kyle said he saw a vehicle traveling north bound on Talbot RD S strike Richard causing him to be flung in the air at about the height it the car before landing on the ground. Kyle was unable to accurately describe the vehicle but thinks it may have been silver or grey in color. Kyle also stated he remembered seeing something go under the car as Richard went over. I determined that this could've be the dog Richard was walking at the time. The unidentified dog later returned home with no injuries. Kyle added that the driver of the vehicle never stopped or got out of his vehicle and kept driving north on Talbot RD S. Kyle stated several vehicles behind the suspect vehicle also kept driving and did not stop. Kyle was able to pull up dashcam footage from his vehicle. The video matched the statements given above. I recorded a video of the video Kyle showed me and uploaded it via AXON and I later sent Kyle an AXON link to upload the original copy of the dashcam video. I also transcribed a written statement for Kyle that he signed. Richard was wearing black pants and a black jacket, and that section of Talbot RD S is not well lit by streetlights. There was no painted or designated crosswalk in the area that Richard was attempting to cross. Ofc. Paget advised that when she was using her mobile AFIS scanner on Richard she could smell the odor of intoxicating liquors coming from his breathe. This may have been a contributing factor in the collision. Photos of the overall scene as well as Richard's clothing were taken and uploaded via AXON. Richard was taken to Harbor View Medical Center with serious, but no expected to be life threatening injuries. Medics on scene believe that Richard had at least a broken leg, possibly a broken pelvis, and a significant head injury. Richard was conscious throughout the time I was on scene. At this time there is no suspect vehicle information. I did not observe any traffic or personally owned video cameras in the area of the accident. This concludes my involvement with this case. Please see other officer's primary reports for further information. During this incident, I was equipped with a body-worn camera, which records both audio and video. Portions of this incident were recorded. This report is merely a summary of the incident and is not intended to be an exact transcription of the entire investigation or what may have been captured with the recording system. I was operating a fully marked Police Tahoe which was equipped with overhead emergency lights and sirens.
