NARRATIVE
U2 NB LK WA BLVD N stop @ stop sign (N 40th); U1 also NB ansd behind U2, looked down then up
and rear ended U2
On 05-03-2024 at about 0851 hours, I was dispatched to a collision in the area of Lake Washington
Blvd N and N 40th St in the City of Renton, County of King, Washington State. Dispatch received an
automated vehicle crash notification and there was no response from the caller. I arrived in the area
at about 0902 hours.
The driver of Unit 02 was identified by WA DL and admitted to driving the listed vehicle. The driver
said she was wearing a seatbelt and complained of pain to her left arm as a result of the collision.
The driver said she was northbound on Lake Washington Blvd N and stopped for the stop sign when
Unit 01 came from behind and hit the rear of her vehicle.
The driver of Unit 01 was identified by WA DL as Somphone Khampadit (DOB 09-29-84) and
admitted to driving the listed vehicle. Khampadit said he was not injured as a result of the collision.
Khampadit was northbound on Lake Washington Blvd N and behind Unit 02. Khampadit said he
looked down and then looked up and saw Unit 02 stopped. Khampadit said he attempted to apply the
brakes but his vehicle did not stop in time and he collided with the rear of Unit 02.
1 observed major damage to the front of Unit 01 and major damage to the rear of Unit 02. Both front
airbags of Unit 01 were deployed. There was fluid on Lake Washington Blvd N from approximately
one car length south of the stop line to the point of rest of Unit 01. The fluid appeared to be coolant or
transmission fluid. I could see damage to the radiator and supplemental component coolers in front
of the radiator of Unit 01 which led me to believe the fluid was from Unit 01. 1 looked at the roadway
and did not see any tiremarks prior to the area of impact that would indicate heavy breaking by Unit
01. There was debris from the collision on the roadway to the northeast of the area of impact. The
damage to both vehicles was consistent with the information provided by both drivers. Both vehicles
were towed by Banker's Towing.
After the collision, Unit 01 continued to the northeast corner of the intersection and collided with a
street name sign on a metal post. The force of the impact caused the sign and post to lean to the
north. I pushed the sign and post back to a vertical position and tamped the ground around the base.
There did not appear to be any damage to the post or sign.
The proximate cause of the collision was Khampadit (Unit 01) failing to bring his vehicle to a complete
stop so as to avoid colliding with Unit 02 which was legally standing while stopped for a stop sign.
Renton Municipal Code 10-12-25 (Inattentive Driving) indicates it is a traffic infraction for any person
to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the
City of Renton. "Inattentive manner" means a lack of: attentiveness required to safely operate the
vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the
roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the
driver focusing or directing the driver's attention to something other than driving the motor vehicle; or
2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or
traveling on, or entering the roadway in time to take appropriate action as circumstances require. By
looking down and not being focused on the roadway, Khampadit was driving in an inattentive manner.
Were it not for the actions of Khampadit, the collision would not have occurred.
I issued a Notice of Infraction for Inattention to Khampadit at the scene.
