NARRATIVE
On 05-14-2024 at about 0903 hours, I was dispatched to a collision in the 1200 block of S Puget Dr in
the City of Renton, County of King, Washington State. An on-duty City of Renton police officer was
involved in a collision in the area. As I approached the area, there was heavy traffic along S Puget Dr
due to a closure of northbound 1-405. 1 arrived in the area at about 0906 hours.
The driver of Unit 01 was identified by WA DL and was seated in the driver seat of the vehicle. The
driver was wearing a seatbelt at the time of collision and said she was not injured as a result of the
collision. The driver said she was westbound in lane #2 (left lane) of S Puget Dr and stopped for
traffic. The driver said she was hit from behind by Unit 02. The driver said she did not see the
emergency lights nor hear the siren of Unit 02.
The driver of Unit 02 was identified by WA DL and admitted to driving the listed vehicle. The driver
was wearing a seatbelt at the time of collision and did not appear to have any injuries as a result of
the collision. Unit 01 was a fully marked Renton Police Department patrol vehicle with overhead
emergency lights and siren. Prior to the collision, the driver was responding to an emergency call for
service with overhead lights and siren activated. Unit 02 was westbound in lane #1 and changing
lanes to lane #2 once there was sufficient space to safely make the lane change. As the driver of Unit
02 looked to the left for additional traffic, Unit 01 stopped in lane #2. The passenger side front push
bar (bumper) of Unit 02 impacted the rear hatch of Unit 01.
I observed moderate damage to the rear hatch of Unit 01 and minor damage to the push bar of Unit
02. The damage to both vehicles was consistent with the information provided by both drivers. I took
pictures of both vehicles and later uploaded them to evidence.com. Video of both vehicles was
captured by body worn camera.
Unit 02 (City of Renton vehicle B352) was equipped with an in-car video system with forward-facing
camera and camera in the rear passenger compartment. The forward facing camera can be
activated by multiple methods including, but not limited to, manual activation by the driver pressing a
button on the rear of the camera, activation of overhead emergency lights or receiving an activation
signal from another police vehicle nearby. I reviewed the video footage from B352 and observed the
following:
08:57:08 - video begins with light bar (overhead emergency light) activation, Unit 02 is in lane #1 and
comes to a stop with Unit 01 visible in the lower left of the video, a gap in traffic is to the west of Unit
01, no audio recorded
08:57:30 - Unit 01 begins moving forward (westbound) in lane #2 with a large open space to the west,
Unit 02 begins moving forward (westbound)
08:57:35 - Unit 02 changes lanes from lane #1 to lane #2, Unit 01 comes to a stop in lane #2 with a
large space to the west
08:57:37 - vehicles collide
08:57:38 - audio recording begins, Unit 02 siren audible in background
Based on statements of both drivers, damage to the involved vehicles and the in-car video, the
proximate cause of the collision was the driver of Unit 01 failing to properly yield the right-of-way to
Unit 02 and Unit 01 driving in an inattentive manner.
RCW 46.61.210 indicates upon the immediate approach of an authorized emergency vehicle, or

organ transport vehicle transporting a time urgent organ as defined in RCW 68.64.010, making use of
audible and visual signals meeting the requirements of RCW 46.37.190, or of a police vehicle
properly and lawfully making use of an audible signal only the driver of every other vehicle shall yield
the right-of-way and shall immediately drive to a position parallel to, and as close as possible to, the
right-hand edge or curb of the roadway clear of any intersection and shall stop and remain in such
position until the authorized emergency vehicle or organ transport vehicle has passed, except when
otherwise directed by a police officer.
Renton Municipal Code 10-12-25 (Inattentive Driving) indicates it is a traffic infraction for any person
to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the
City of Renton. "Inattentive manner" means a lack of: attentiveness required to safely operate the
vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the
roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the
driver focusing or directing the driver's attention to something other than driving the motor vehicle; or
2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or
traveling on, or entering the roadway in time to take appropriate action as circumstances require.
No citations or infractions issued. Report for information and insurance.
