Envelope 5,104 sf Frontage Improvements 2,142 sf Driveway & Walkways (outside of BSBL) 419 sf Total Buffer Impacts 7,665 sf Onsite Buffer Restoration Area 4,487 sf Offsite Buffer Restoration 3,211 sf Total Buffer Restoration 7,698 sf Required Mitigation Ratio 1:1 Construction Schedule (estimated): Project start date: March 2024 Project completion date: August 2025 Adjoining Properties: No work will occur on the adjoining properties to the west or east. The parcel to the south is under the same ownership and a portion of it will be used for mitigation. Offsite mitigation is 3,211 square feet of wetland/stream buffer. Disturbance Limits: The wetland boundary is the lower limit of temporary disturbance. The wetland boundary will have temporary erosion control fencing installed prior to disturbance of the buffer. Wetland and Streams: The wetland and streams are identified on the site plan and mitigation plan. These areas will not be impacted or disturbed. Impacts are limited to critical area buffers. Temporary erosion control measures will be in place prior to the commencement of construction activities. Temporary Sediment and Erosion Control Plan (TSECP): Erosion and sediment control measures are included in the Bretzke Mitigation Plan. Utility Pipeline & Drainage: Stormwater pipeline and utilities pipelines will be located under the proposed driveway and right-of-way improvements. A dispersion trench is located in the BSBL. No pipelines or drainage improvements will be placed within the retained critical area buffer or critical areas. Construction Staging Areas: All construction equipment, materials, and garbage containers shall be located within the building envelope or permitted disturbance area. Rough Grade Engineering Inspection: The rough grade of the building envelope, foundation, driveway, and public right-of-way improvement areas will be inspected by the city prior to the foundation footing inspection. Construction Parking Management: Parking for all equipment and contractor vehicles shall be along the existing paved street, on the driveway base rock surface, or within the building envelope. Parked vehicles shall not obstruct or block traffic. Emergency vehicle access shall be maintained during construction, including police, fire, and ambulance vehicles. Lane or road closures may require a permit from the city. Two-way traffic shall be maintained at all times unless a land reduction is permitted. Noxious Weed Control: The project will take all necessary measures to control the growth and spread of noxious weeds. Control of noxious weeds is a performance standard requirement of the mitigation plan. Washout Facilities: Dirt, waste concrete, paints, and other materials shall be removed from equipment in a manner that retains the wash within the building envelope or driveway for proper disposal. Waste materials shall not be allowed to enter the buffer restoration area or public roadway. Traffic Control: No impacts to traffic or pedestrians are proposed other than short term, less than 1 hour, impacts for material deliveries. A traffic control plan, and traffic control personnel and signage, may be required for construction in the public right-of-way. A permit for lane closure may be required. There are no existing sidewalks in front of the parcel. Sanitary Facilities: Portable toilets will be provided during all construction activities, until the project is complete. Regular servicing of portable toilets shall be provided by the sanitary contractor. Dust Control: If the project degrades air quality or creates a dust nuisance for the neighbors, then the contractor will apply water to disturbed ground surface to eliminate the nuisance as needed. Noise Control: All construction activities will comply with noise requirements, including noise reduction measures as needed. Exterior work hours are limited to 7 am to 8 pm on weekdays and Saturdays. Exterior work on Sundays is limited to between noon and 6 pm. Temporary Lighting: The need for outdoor temporary lighting is not anticipated.
