EF51964 CASE# 24-13255 FC LNaoy L isI©�ON O 12/28/24 15:55 F cu NARRATIVE On 12/28/2024, at approximately 1555 hours, while employed as a uniformed Patrol Officer for the City of Renton, I was dispatched to an unknown accident at Rainier Ave S and S 7th St, within the City of Renton, County of King, State of Washington. Upon arrival, I contacted the involved parties and determined that the driver of Unit 1 was complaining of leg pain and head pain. The Renton Regional Fire Authority (RRFA) later arrived on scene and treated the involved driver. RRFA released all involved parties at the scene. While on scene, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit 1 was the sole occupant of her vehicle and was traveling northbound in about the 700 block of Rainier Ave South. The driver of Unit 1 stated she attempted to stop at a red light going through Southwest 7th Street. She stated that due to her tire condition and the weather conditions, her vehicle slid through and collided with Unit 2's left rear driver-side door, causing minor damage to Unit 1's front bumper. The driver of Unit 2 was the sole occupant of her vehicle and was traveling westbound in about the 700 block of SW 7th Street. While Unit 2 was traveling across Rainier Ave South on a green light, Unit 1 collided with Unit 2, causing significant damage to the rear driver side of Unit 2's vehicle. The driver of Unit 1 (Kenna) was not paying attention to traffic in front of her. Kenna violated Renton Municipal Code (RMC) 10-12-25 -Inattentive Driving which is defined as any person to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require. (Ord. 4462, 7-25-94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11). Based on the above statements, I determined that the Driver of Unit 1 (Kenna) is the proximate cause for the collision due to inattention causing the collision. Kenna should have been paying closer attention to the movement of traffic in front of her. Additionally, Kenna violated RCW 46.61.055(3A) as vehicle operators facing a steady circular red signal alone shall stop at a clearly marked stop line, but if none, before entering the crosswalk on the near side of the intersection or, if none, then before entering the intersection control area and shall remain standing until an indication to proceed is shown. Unit 1 did not stop at a red light but continued past the red light and collided with Unit 2. The driver of Unit 1 did not have proof of motor vehicle insurance. She was, however, able to contact her insurance company by phone and provide a policy number, but she stated that she did not have the new copy of her insurance. I cited Kenna via mail. Both involved vehicles were towed, and a case number was provided to them. My Axon camera was on for this call.
