While working I was dispatched to a non-injury hit and run at the intersection of Williams Ave S/S 2nd ST, in the City of Renton, King County, Washington. The notes of the call stated that there was a two-vehicle accident, one of the vehicles fled the scene.The vehicle was described as a silver SUV. I arrived on scene and contacted the victim, identified as Adnan R. Alhallaq (DOB: 08/12/1998).Adnan's vehicle, a black 2020 Toyota Rav4(WA SIC: CKG8924) had minor damage to the driver's side front bumper. Adrian is an Uber driver who had two passengers on board at the time of the collision,they were identified as Jacob Riek(DOB: 04/12/1999) and Savannah Forrest(DOB: 11/03/1998). No injuries were reported by the parties. I spoke with all involved parties, and they all reported the same story.Andan was driving westbound on S 2nd ST in the number 2 lane approaching a green light at Williams Ave S. As he crossed through the intersection a silver SUV was traveling northbound on Williams Ave S just south of the intersection.The vehicle ran through a red light at the intersection and struck the front driver's side bumper of Anclan's vehicle causing him to spin out and stop just north of the intersection.The vehicle then took off driving westbound on S 2nd ST. Andan, Savannah, and Jacob could not provide a description of the driver. Adrian reported that a witness, identified as Romero Wheeler(DOB: 07/21/1988) observed the collision and followed the vehicle for a brief period. I called Romero through a phone number Adrian provided, and Romero provided me with the following information, Romero was stopped south of the intersection when he observed the suspect vehicle run a red light at Williams Ave S and strike Adrian's vehicle.The vehicle then took off westbound on S 2nd ST. Romero followed the vehicle and took a photo of the license plate, he provided WA SIC: CNF7797 which returned to a 2024 Toyota Rav4. Romero pulled up beside the vehicle and began shouting at the occupants that they had been in an accident because he thought they may have not been aware.The occupants continued driving westbound on S 2nd ST. Romero stated that there was a female in the passenger seat and a male in the driver's seat, Romero stated this with 100%certainty. Romero could not provide a further description and stated that he would not be able to recognize the subjects if seen again. Approximately ten minutes after the collision occurred Officer Adam located the suspect vehicle at the intersection of Rainier Ave S/S 2nd ST and performed a traffic stop on the vehicle noting that it had front end This incident occurred in the sCity of Renton,King County,Washington State. !declare underpenalty of perjury under the laws of the State of Washington that the foregoing is true and correct. I changed locations and met officers at the traffic stop. I observed that the suspect vehicle had damage on the front bumper with black paint transfer, matching the damage from the collision. Prior to my arrival officers had the driver of the vehicle detained in handcuffs, she was later I identified as Araceli Bonilla (DOB: 08/08/1966).There was also a male passenger in the vehicle, he was identified as Pedro Bonilla (DOB: 01/15/1983). 1 contacted Araceli in the back of a nearby patrol vehicle, I read Araceli her Miranda Rights from my department issued codebook,Araceli acknowledged her rights and agreed to speak with me.Araceli reported that she had been driving northbound on Williams Ave S when she believes that she struck something but wasn't certain. Araceli stated that she believed she had been involved in a collision, so she was heading back to the scene of the collision. I informed Araceli that a witness reported a male driving the vehicle,Araceli denied the claim and stated that she had been driving the entire time. I asked Araceli if she had been drinking throughout the night,Araceli reported that she had two drinks. I asked Araceli if she would perform voluntary field sobriety tests, Araceli agreed. I only performed the horizontal gaze nystagmus test as Araceli was in handcuffs. I only found lack of smooth pursuit on both eyes no further clues were found. I noted no other physical signs of impairment coming from Araceli. Pedro was also interviewed, and he stated that he would like to speak with a lawyer, so no further questions were asked of him. Due to no signs of impairment and witnesses unable to place Araceli in the driver's seat I determined that I had no probable cause for a crime. Due to this vehicle being confirmed as the vehicle involved in the collision as well as Araceli stating that she was driving the car I collected her insurance information. I removed Araceli from handcuffs and released her from the scene. I find that the proximate cause of the collision is Unit 1: Silver 2024 Toyota Rav4 WA LIC: CNF7797 running a redlight and colliding with Unit 2 a 2020 black Toyota Rav4(WA LIC:CKG8924) Araceli has been cited for RMC 10-12-25 Inattentive Driving and RCW 46.61.055 Failure to Obey Traffic Control Legend under citation#5A0071021.
