On 01/21/2025 at approximately 1507 hours, I was dispatched to SE Carr Rd and 106th PL SE within the City of
Renton, King County, Washington to a non-injury hit and run. Dispatch relayed over the radio that the
reporting party pulled into the parking lot between Wendy's and Fred Meyer and that approximately ten
minutes ago her vehicle was hit.The suspect vehicle left the location without attempting to exchange
information and was last seen heading westbound on SE Carr RD.
On arrival I contacted the reporting party who was identified by her WADOL as Teri A Phelps DOB
(06/07/1980).Teri parked her vehicle unit 2 identified as a tan 2003 Honda Odyssey WA/LIC BJM4063 VIN#
5FNRL186X3B104109 in the parking lot of Fred Meyer located at 17801 108th Ave SE. Unit 2 had major
damage to the rear end of the vehicle and was still operable and able to move. I spoke with Teri, and she said
the following:Teri was driving eastbound on SE Carr Rd and came to a stop at the intersection of SE Carr Rd
and 106th PL SE.Teri was waiting for the red light to turn green and was suddenly rear ended by unit 1 that
was identified as a white 2011 Land Rover WA/LIC CMU0149 VIN#SALSF2D4XBA286333. As Teri was exiting
her vehicle, unit 1 began to reverse and made a U-turn and left the location without attempting to exchange
information. Unit 1 was last seen driving westbound on SE Carr RD.Teri examined her vehicle and noticed that
unit 1's front license plate was stuck on the back of her bumper.Teri removed the license plate and gave it to
me when I spoke to her so that I could submit it into evidence.
Teri said she wasn't hurt from the collision and didn't want to be seen by Renton Fire.Teri described the driver
of unit 1 as a white male in his 20's with short dark hair and a well-trimmed beard.Teri said she might be able
to identify the driver of unit 1 at first but then didn't seem too sure that she could.Teri provided me with the
necessary documents, and I provided her with my business card with the case number.The registered owner
of the Land Rover was identified as James Douglas Curwood DOB (01/08/1976) who resided 17240 116th Ave
SE Apt#A. I conducted an area check at the location but was unable to locate the Land Rover. Due to the
major damage unit 2 sustained to its rear end I determined that unit 1 was the cause of the collision.
