NARRATIVE
24-5729
On 05/29/2024 at approximately 1816 hours, I was dispatched to an unknown-if-injury vehicle
collision at the intersection of NE 4th ST and Nile Ave NE, within the City Limits of Renton, County of
King, State of Washington.
While en route, Dispatch advised that two vehicles were involved in a collision, with one of the
involved vehicles still partially blocking the roadway.
Upon my arrival, 1 discovered heavy mechanism to one of the involved vehicles with airbag
deployment and two small children who were reportedly inside of the vehicle at the time of collision. I
requested that the Renton Regional Fire Authority (RRFA) respond for evaluation. All involved parties
were later treated at the scene and released by RRFA. I collected each involved party's information
and their independent recollection of their involvement leading up to the collision.
The driver of Unit#1 stated that he and his three passengers (1 adults, 2 juveniles) were traveling
eastbound on NE 4th ST approaching the intersection of Nile Ave NE in lane 1 of 3. The driver of Unit
#1 stated that he entered the intersection not seeing the red light. Upon entering the intersection,
opposing traffic had began to proceed. Both Unit#1 and Unit#2 collided in the intersection causing
significant damage because of the collision. The passengers of Unit#1 began walking home prior to
RRFA evaluation. The passengers' information are not listed in this report as they departed the scene
prior to my arrival.
The driver of Unit#2 said he was the sole occupant of his vehicle and was traveling northbound on
Nile Ave NE approaching the intersection of NE 4th ST. The driver of Unit#2 stated he was intending
to turn west (left) at the intersection. The driver of Unit#2 stated that upon the traffic signal turning
from red to green, the driver of Unit#2 proceeded into the intersection. Unit#2 was partially into the
intersection when it was struck by Unit#1 causing significant damage to the entire driver's side of
Unit#2, including likely frame damage underneath.
Two witnesses remained on scene, identified by their respective pictured WADLs as Jake Willett and
Peter Olson, stated that they were traveling in the area (in their own respective vehicles) at the time
of collision. Willett and Olson both stated that Unit#1 appeared to not stop at the approaching
intersection, specifically while Unit#1 was eastbound on NE 4th ST at Nile Ave NE and continued
into the intersection against the displayed red light at a high rate of speed.
A WACIC/NCIC query was negative but a DOL records check revealed that the driver of Unit#1
(Pocasangre) was listed as License status Suspended in the Third Degree.
Pocasangre was Driving While License Suspended in the third degree by operating a motor vehicle at
a time when his license is suspended in the third degree.
Based on the above statements, 1 determined that the Driver of Unit#1 (Pocasangre) was the
predominant factor for the cause of collision due to Entering an Intersection against a Steady Red
Circle (Reference RCW 46.61.055(3A)). Pocasangre violated RCW 46.61.055(3A) as vehicle
operators facing a steady circular red signal alone shall stop at a clearly marked stop line, but if none,
before entering the crosswalk on the near side of the intersection or, if none, then before entering the
intersection control area and shall remain standing until an indication to proceed is shown.
Pocasangre was also unable to provide proof of motor vehicle insurance and upon a DOL records
check, Unit#1 had expired registration from August of 2023. 1 therefore cited Pocasangre in-person
for Vehicle Entering Intersection against a Steady Red Circle, Operating a Motor Vehicle without

Insurance, and via complaint for DWLS 3rd Degree. I gave Pocasangre a verbal warning for Expired
Registration greater than 2 months.
Both Unit#1 and Unit#2 had extensive damage and had to be impounded from the roadway. An
exchange of information was provided to all involved parties.
