This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. * On 06.02.2024, at approximately 1753 hours, I was dispatched to a two-vehicle, injury, blocking collision in the area of 330 Edmonds Ave NE., in the City of Renton, WA, the County of King. I was assigned to uniformed marked patrol in the City of Renton, WA, the County of King. I was operating a fully marked Renton Police Tahoe #304, equipped with "POLICE" markings, overhead exterior lights, and audible siren. I was wearing my department-issued uniform, including a fully equipped duty belt, exterior ballistic vest with "POLICE" stenciled on the front and back and Renton Police badge affixed to the left breast. I was also wearing my department-issued jumpsuit with "POLICE" patches on both shoulders and across the rear shoulders. It would be immediately obvious to any reasonable person I was a police officer. I was assigned as 3r16. At the time of this incident, it was raining steadily, the roadway was wet with standing water, and it was daylight, streetlights were not illuminated. Prior to my arrival, dispatch advised Renton Fire Authority had been dispatched and one of the involved parties recently had heart surgery and was no longer answering questions. I arrived on scene at approximately 1755 hours and met with both parties, Unit 02's driver, later identified, went to Valley Medical Center for precautionary measures and evaluation. Unit 01 was identified as black in color Chevy Blazer bearing expired WA/BJM4670. Unit 01 had a broken axle on the front driver's side tire, and it was inoperable. Dispatch was updated and Bankers towing was notified. Unit 01's driver was verbally identified as CERON, ERIC ANTHONY (DOB: 02.12.1996). CERON stated he did not have a driver's license and no identification on his person, and he advised he believed he was suspended. Further, CERON said he was moving his ex-girlfriend's vehicle from the parking lot of the Brighton Ridge Apartments to the street on Edmonds Ave NE., and he confirmed there was not insurance on the vehicle, and he did not have registration either. A WACIC/NCIC/DOL query on CERON was clear and his driving status was listed as "Not Licensed - Eligible." I confirmed CERON's identity using his DOL photograph. CERON stated he was attempting to pull out of the parking lot of Brighton Ridge, and make a left turn, northbound, onto Edmonds Ave NE. CERON started to pull out when he saw Unit 02, who he stated was `speeding', traveling southbound on Edmonds Ave NE, and a collision ensued. Unit 02 was identified as a yellow in color (taxicab) Toyota Prius bearing WA/CEP5040. Unit 02 had damage to the front bumper, but it was operable and later removed from the scene by Unit 02's wife. Unit 02's driver was identified by his WADL as HOQUE, MOHAMMED SAIMUL (DOB: 10.05.1967). HOQUE stated he was southbound Edmonds Ave NE, and as he approached the intersection with NE 3rd ST, Unit 01 pulled out of the parking lot in front of his vehicle. Unit 02 tried to stop to avoid a collision, but he slid on the wet pavement. HOQUE was complaining of his heart beating rapidly and he was cleared on scene by RFA but decided to seek medical evaluation at Valley Medical Center due to his recent heart surgery. A WACIC/NCIC/DOL query on HOQUE revealed he was clear and valid. Unit 01's driver, CERON, ERIC ANTHONY (DOB: 02.12.1996 was in violation of RCW 46.61.180.1: Fail to Yield ROW to vehicle. Further, he was in violation of RCW 46.30.020: Operating a motor vehicle without proof of insurance, and violation of RCW 46.20.005: No Valid Operator's License without Valid ID.
