EF55348 CASE# 25-231 OF COLLISION 01/07/25 18:30 OF CbLLI510N NARRATIVE 25-231 Unless otherwise stated, the following occurred in the City of Renton, County of King, State of Washington. On 01/07/2025 at approximately 1830 hours, I was dispatched to a two-vehicle non-injury blocking collision at the intersection of Cedar AVE S and Main AVE S. Upon arrival, I contacted the involved parties and confirmed there were no complaints of injuries. I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit#1 said she was the sole occupant of her vehicle and was stopped at the red light facing westbound on Cedar AVE S waiting to turn northbound onto Main AVE S. The driver of Unit#1 said that she thought the driver of Unit#2 was going to proceed forward with a left turn, but that did not happen, and she rear-ended her. The driver of Unit#2 said she was the sole occupant of her vehicle and was also stopped at the red light facing westbound on Cedar AVE S waiting to turn northbound onto Main AVE S. While she was stopped at the red light waiting for it to turn green, the driver of Unit#1 collided into the rear of her vehicle. The driver of Unit#1 (Bowar) was not paying attention to traffic in front of her. Bower violated Renton Municipal Code (RMC) 10-12-25 -Inattentive Driving which is defined as any person to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require. (Ord. 4462, 7-25-94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11). Based on the above statements, I determined that the Driver of Unit#1 (Bowar) is the proximate cause for the collision due to inattention causing a collision. Bowar should have been paying closer attention to the movement of traffic in front of her. I cited Bowar via mail for Inattention. Both involved vehicles were able to be driven away without further incident. An exchange of information was provided to all involved parties.
