NARRATIVE
On 01-08-2025 at approximately 1823 hours I was dispatched to a blocking accident located at the
intersection of East Valley Hwy and SW 43rd St. The involved vehicles were a 2006 green Honda
Odyssey (WA plate #CLG3572) and a 2021 silver Toyota Camry (WA plate #BYW0319).
Upon my arrival I observed both listed vehicles still blocking the roadway. It appeared as though the
vehicles hadn't moved from where they collided. Unit#2 was stopped just in front of unit#1. Unit#1
was stopped but appeared to be attempting to overtake unit#2 in the lane. I collected both driver ID's
and had them move their vehicles off the roadway.
I spoke with the driver of unit#1 (Toyota Camry), identified by his WADL as Mohammad R. Popal
(DOB 12-20-1992). He said the collision occurred approximately 25 minutes prior. He was traveling
from west to east on SW 43rd St. at approximately 15-20 mph getting ready to turn south bound. He
said he did not see unit#2 (Honda Odyssey) when he struck unit#2.
1 spoke with the driver of unit#2, identified by his WADL as Yiyu Zhou (DOB 10-04-1984), via
language line. He said he was traveling from west to east on SW 43rd St. He was stopped setup to
turn south bound on East Valley Hwy. He was waiting for traffic to clear when unit#1 struck him.
I observed damage to the passenger side of unit#1 and damage to the driver side rear of unit#2.
This damage appeared to be consistent with my initial observations of where the vehicles were
stopped when I arrived as well as both driver accounts.
I cited Popal for Renton Municipal Code R10-12-25 for Inattentive driving. This was based off unit#2
being stopped waiting for traffic to clear and Popal stating he did not see unit#2 in front of him.
During this incident, I was equipped with a body-worn camera, which records both audio and video.
This report is merely a summary of the incident and is not intended to be an exact transcription of the
entire investigation or what may have been captured with the recording system.
