NARRATIVE
25-431
On 01/13/2025 at approximately 1536 hours, I was dispatched to a hit-and-run vehicle collision at
19007 106th Ave SE, within the City Limits of Renton, County of King, State of Washington.
Upon arrival, the Renton Regional Fire Authority (RRFA) was on scene evaluating a fire hydrant that
had been severed from its base at the address listed above, specifically on the east side of the
roadway. Multiple witnesses as well as RRFA stated the involved vehicle had fled the scene and was
last seen headed southbound on 106th Ave SE.
Per the witnesses and RRFA, the only involved vehicle was a white sedan occupied by a single male
driver. I was also provided the temporary registration permit that had come off the front of the violator
vehicle. The temporary Washington registration permit was identified as permit number `A8056600'.
Officer R. Slinkman and I conducted an area check for the vehicle. Officer Slinkman spoke with
construction workers in the 19800 block of 106th Ave SE who stated that a vehicle matching the
description had just driven through their construction site, which was intended to be closed to the
public, at a high rate of speed before the vehicle made a westbound turn onto SE 200th Street.
Officer Slinkman and I continued an area check while also requesting a Be On the Lookout (BOLO) to
Kent PD due to the proximity of their city limits. Officer Slinkman conducted an area check for the
vehicle at the registered address but did not locate the vehicle. I returned to the collision scene to
collect further information.
Two independent witnesses, identified via pictured WADL as Jeffery Beeland and Patrick Cabellon,
remained at the scene. Both witnesses stated that they observed the involved vehicle traveling down
the roadway southbound when it left the roadway and collided into a Fire Hydrant, severing it at the
base. The witnesses stated they conversed with the male driver and assisted him in getting his
vehicle free and back onto the roadway. Beeland and Cabellon stated that the vehicle continued
southbound on 106th Ave SE while dragging the fire hydrant which was caught on the front bumper.
This was captured via a nearby surveillance camera which has since been uploaded to this report.
While conversing with both witnesses, Dispatch advised that Kent Police Officers had located a
vehicle matching the description and displaying the same temporary registration permit number. Kent
Officers performed a traffic stop on the vehicle in the area of 22227 76th Ave South, within the City
Limits of Kent. Kent Police Officer D. Castro requested I respond to the scene for a one-on-one with
the driver. Officer Castro also informed me that the driver appeared to be under the influence of
alcohol based on initial investigation.
At 1607 hours, I read both witnesses the one-on-one admonishment from my Department issued
code book. I transported Beeland and Cabellon from the collision scene to Officer Castro's location.
At 1629 hours, Beeland and Cabellon independently identified the subject Officer Castro had
detained with 100% certainty as the same subject involved in the collision described above. Officer
Castro had developed probable cause to arrest the driver, identified as JOHNSON, JORDAN R (DOB
07/22/1992), for Driving Under the Influence (DUI). See Officer Castro's criminal charges and further
details in Kent PD Case #25-477.
Based on the above statements, I determined that the Driver of Unit#1 (JOHNSON) is the proximate
cause for the cause of collision as Johnson was not paying attention to the roadway, including objects
in front of him. JOHNSON violated Renton Municipal Code (RMC) 10-12-25 -Inattentive Driving which
is defined as any person to drive a motor vehicle on any public highway, street, alley, or road in an
inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1)
attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not

limited to, the nature and condition of the roadway, the weather conditions, the presence of
pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to
something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a
motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take
appropriate action as circumstances require. (Ord. 4462, 7-25-94, eff. retroactive to 7-1-94; Ord.
5635, 11-14-11).
The driver of Unit#1 (JOHNSON) committed one (1) count of Hit-and-Run -Unattended Property by
being involved in an accident with unattended property and failing to stop and remain at the scene
until fulfilling all statutory duties (provide name, address, insurance company, policy, vehicle license,
exhibit driver's license and render reasonable assistance to any person injured).
The driver of Unit#1 (JOHNSON) also violated RCW 46.30.020 -Liability Insurance as no person may
operate a motor vehicle subject to registration under chapter 46.16A RCW in this state unless the
person is insured under a motor vehicle liability policy with liability limits of at least the amounts
provided in RCW 46.29.090, is self-insured as provided in RCW 46.29.630, is covered by a certificate
of deposit in conformance with RCW 46.29.550, or is covered by a liability bond of at least the
amounts provided in RCW 46.29.090. Proof of financial responsibility for motor vehicle operation
must be provided on the request of a law enforcement officer in the format specified under RCW
46.30.030.
1 cited Johnson via complaint for Hit and Run-Unattended property. I also cited Johnson via mail for
operating a motor vehicle without insurance and inattentive driving. See criminal citation #5A0100500
and infraction #'s 5A0100503 & 5A0100506 for additional details.
Johnson was booked into Kent Jail by Officer Castro for DUI in Kent PD Case #25-477.
