PROJECT NAME: SW 41st St Rezone
PROJECT DESCRIPTION: The applicant is requesting a Rezone and Environmental (SEPA) Review to
change the existing zoning from Commercial Office (CO) to Commercial Arterial (CA). The purpose of the
Commercial Arterial zone (CA) is to evolve from “strip commercial” linear business districts to business areas
characterized by enhanced site planning and pedestrian orientation, incorporating efficient parking lot design,
coordinated access, amenities and boulevard treatment with greater densities. The CA zone provides for a wide
variety of retail sales, services, and other commercial activities along high -volume traffic corridors. Residential uses
may be integrated into the zone through mixed -use buildings. The requested rezone is intended to accommodate
expanded retail use types to align with the current use demand of the neighborhood. The proposed rezone is not
associated with a proposed development at this time. The project site is located within the Employment Area (EA)
Comprehensive Plan Land Use Designation. No change in the exis ting vehicular access points are proposed. The
project site is mapped within a high seismic hazard area.

The City of Renton Environmental Review Committee has determined that it does not have a probable significant
adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW
43.21C.030(2)(c). This Determination of Non-Significance is issued under WAC 197-11-340. Because other
agencies of jurisdiction may be involved, the lead agency will not act on this proposal for fourteen (14) days.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on February 24,
2025. Appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall
1st floor Lobby Hub Monday through Friday. The appeal fee, normally due at the time an appeal is submitted, will
be collected at a future date if your appeal is submitted electronically. The appeal submitted in person may be pai d
on the first floor in our Finance Department. Appeals to the Hearing Examiner are governed by RMC 4 -8-110 and
additional information regarding the appeal process may be obtained from the City Clerk’s Office,
cityclerk@rentonwa.gov.

NOTICE OF ENVIRONMENTAL DETERMINATION ISSUANCE OF A
DETERMINATION OF NON-SIGNIFICANCE (DNS)
POSTED TO NOTIFY INTERESTED PERSONS OF AN ENVIRONMENTAL ACTION
DNS: After review of the completed environmental checklist and other information on file, the City of Renton
Environmental Review Committee (ERC) has determined that the proposed action does not have a probable
significant adverse impact on the environment , and an EIS is not required under RCW 43.21C.030(2)(c). This DNS
is issued after using the optional DNS process in WAC 197 -11-355. The comment period was combined with the
Notice of Application comment period. Please note that the issuance of this determination DOES NOT constitute
approval of the proposal.
