EE86206 CASE# 24-6149 OF COLLISION06/11/24 12:46 NARRATIVE 24-6149 On 06/11/2024 at approximately 1249 hours, I was dispatched to a possible injury and blocking hit- and-run vehicle collision at the intersection of South 2nd Street and Lake Ave South, within the City Limits of Renton, County of King, State of Washington. While en route, Dispatch advised that there were two vehicles involved, with one of the involved drivers having fled the area in a black Lincoln MKZ sedan (UT Plate #6U1 MN) which was last seen headed southbound on Rainier Avenue South. Upon my arrival, 1 contacted the involved party that remained on scene as well a witness, later identified as Huong Phan (driver of Unit#2) and Kelvin Freeman (witness), respectively. I determined that multiple airbags had deployed on the vehicle and there was a complaint of neck and back pain from the involved driver. I requested the Renton Regional Fire Authority (RRFA) respond for evaluation. RRFA responded and conducted a precautionary evaluation of the driver at the scene. The driver was later treated and released at the scene. Based on the driver of Unit#2 and an independent witness' statement, it was determined that both Unit#1 and Unit#2 were traveling westbound in about the 100 block of South 2nd Street JEO Lake Ave South. Unit#1 was in lane 2 of 4 while Unit#2 was in lane 4 of 4 (one-way road). While both vehicles continued westbound, Unit#1 attempted to make an abrupt left-turn near the downtown Safeway parking lot north entrance. Unit#1 had turned directly into Unit#2 causing damage to the front driver's bumper/quarter panel. Unit#2 suffered significant damage to both passenger side doors because of the impact. Both the driver of Unit#2 and the witness described the driver of Unit#1 as a black female, in her late 20's, medium to heavy build, short "man-cut" hairstyle, wearing a blue and white tie-dye shirt and multi-colored leggings. The driver of Unit#2 and witness also told me that just after the collision occurred, and before the other involved driver fled, both vehicles had pulled over. The driver of U2 and witness stated that the driver of U1 began to write down her name and address. The driver of U2 stated that the female wrote down her names as "Sydney Morrison" with an address of 11034 240th B201". It should be noted that this is not a complete address as it did not include the directional preface, street name, city nor zip code. Additionally, it was later discovered that the name "Sydney Morrison" was a false name provided and that the correct address is 11034 SE 240th PL #B204, Kent, WA 98030. The driver of U1 had gotten back into her vehicle and stated they did not have insurance before driving away and fleeing the scene southbound on Rainier Ave South. The driver of U2 was never provided any further information from the driver of U1. The driver of U2 was however able to provide me with a cell phone photo of U1's vehicle which included a photo of the license plate as well as a photo of the driver. This photo has since been uploaded to Evidence.com under the aforementioned case number. Upon a DOL records check, 1 determined that the owner of the vehicle was the Protected Person in a No Contact Order (NCO) with a HICKS, DAFRANCES LYRIC SHAMONIE (DOB 03/22/1995) listed as the Respondent. Hicks became a person of interest due to the physical attributes being similar to that of the reported driver at the time of collision. The registered owner of the vehicle, identified as TAYLOR, XAVIER J (DOB 09/17/1994) was listed in the Renton Police local database. 1 was able to make phone contact with Taylor who stated that his PAGE 3 OF 6 TIME REPORT NO. EE86206 CASE# 24-6149 OF COLLISION06/11/24 12:46 NARRATIVE vehicle was with a "family member" and was not aware it had been in a collision. Taylor stated that "Sidinee", and spelled out to me as such, was the family member that was driving his vehicle. Taylor initially stated he did not know the family member's last name. Taylor went on to say he believes the driver's last name is "Freese" and gave me a phone number of(425) 301-6695. Taylor stated that he is homeless but that he sometimes leaves his keys out and that someone must have taken his car. I asked if the car should be reported as stolen to which Taylor responded, "No". Taylor provided conflicting information stating that the driver was a family member but then stated that it was somewhat who transports his kids to and from school using an "Uber for children" type service. contacted the phone number provided to me by Taylor. A male answered and stated that I had the wrong number. Taylor was unable to be reached further and the other information that Taylor provided to me was looked into and discovered to be false information. I contacted the Kent Police Records division and provided what information I had. KPD Records Supervisor, Andrea Schluttenhofer began searching for possible subjects associated in the area of the address. Schluttenhofer located HICKS, DAFRANCES LYRIC SHAMONIE (DOB 03/22/1995) residing at 11034 SE 240th PL #13204, Kent 98030. This was similar to what the driver began to write down but left out several key pieces of information for immediate identification. Schluttenhofer sent me a booking photo HICKS. 1 compared the booking photo to the cell phone photo provided to me at the scene of collision. This was a direct match with 100% positivity as the same individual who was involved in the hit-and-run collision. The driver of Unit#1 (HICKS) provided invalid information following a collision therefore the driver of Unit#1 committed one (1) count of Hit-and-Run Attended by being involved in an accident with another vehicle, which is attended, and failing to stop and remain at the scene until fulfilling all statutory duties (provide name, address, insurance company, policy, vehicle license, exhibit driver's license and render reasonable assistance to any person injured). Based on the above statements, 1 believe Unit#1 (HICKS) was the predominant factor for the cause of collision due to not granting the right of way to Unit#2 while making a lane change. Unit#2 was underway and had the right of way in their lane of travel. HICKS violated RCW 46.61.140 -Improper Lane Usage as RCW 46.61.140(1) states that a vehicle shall be driven as nearly as practicable entirely within a single lane and shall not be moved from such lane until the driver has first ascertained that such movement can be made with safety. The driver of Unit#1 made a lane change into an occupied lane of travel causing a collision. Upon a DOL records check, HICKS's license status was listed as Suspended in the Third Degree. HICKS committed Driving While License Suspended in the third degree by operating a motor vehicle at a time when her license is suspended in the third degree. HICKS committed Hit-and-Run Attended by being involved in an accident with another vehicle, which is attended, and failing to stop and remain at the scene until fulfilling all statutory duties (provide name, address, insurance company, policy, vehicle license, exhibit driver's license and render reasonable assistance to any person injured). I cited HICKS via complaint for DWLS 3rd and Hit-and-Run Attended (See Criminal Citation #4A0344192). I cited HICKS by Mail for Improper Lane Usage with an accident fee, Operating a Motor Vehicle without Insurance, and Expired Registration less than two months (See Infraction #4A0344193). I also developed probable cause for Taylor's arrest for making a false statement to a Police Officer after verifying that the driver of his vehicle was not "Sidinee Freese" but rather HICKS. HICKS is an individual who has recently documented interactions with Taylor according to Kent Police, including a PAGE 4 OF 6 TIME REPORT NO. EE86206 CASE# 24-6149 OF COLLISION06/11/24 12:46 NARRATIVE recent arrest for assault and the filing of an NCO as previously mentioned in this report. Taylor mentioned to me that HICKS is the mother of his children but that he does not speak with her nor knows where she is staying other than "Kent". Taylor committed Making a False Statement to a Law Enforcement Officer by using a false or fictitious name when asked about who was driving his registered vehicle. This resulted in additional time and effort made by Law Enforcement personnel to look into the names and associates of the possible responsible party for the collision.
