EE88588 CASE# 24-6223 OF COLLISION 06/13/24 11:45 OF CbLLI510N NARRATIVE U1 WB lane #2; U2 WB lane #3; U1 attempt lane change to left into lane #3; dvr fender U1 into pass qtr panel U2; dvr U1 Turkmenistan DL On 06-13-2024 at about 1214 hours, I was dispatched to a collision in the vicinity of S 2nd St and Burnett Ave S in the City of Renton, County of King, Washington State. The involved vehicles were not blocking the roadway and one of the drivers did not have insurance. I arrived in the area at about 1219 hours. The driver of Unit 02 was identified by WA DL and admitted to driving the listed vehicle. The driver said she was wearing a seatbelt and not injured as a result of the collision. Unit 02 was driving westbound in lane #3 (of 3) when she felt her car get hit. She pulled to the side of the road and noticed new damage to the passenger side quarter panel of her vehicle. She contacted the other driver to determine what happened. The driver of the other vehicle provide their telephone number and then went into a nearby commercial building. I called the telephone number provided by the driver of Unit 02. The driver of Unit 01 came outside, was identified by Turkmenistan DL and admitted to driving the listed vehicle. The driver was in the area taking an English class. The driver's primary language is Russian so we communicated with a translation application on her cellular telephone. The driver said she was wearing a seatbelt and not injured as a result of the collision. Unit 01 was westbound in lane #2 (of 3) and needed to change lanes into lane #3. The driver of Unit 01 said lane #3 was clear of other vehicles so she started to change lanes to the left. The driver observed Unit 02 approaching from behind in lane #3 so she stopped changing lanes and waited for Unit 02 to pass and the vehicles collided. The driver said Unit 01 belonged to a friend and she did not know if the vehicle was insured. The driver side fender of Unit 01 collided with the passenger side quarter panel of Unit 02 causing moderate damage to both vehicles. The damage was consistent with the information provided by both drivers. The proximate cause of the collision was Unit 01 failing to yield the right of way to Unit 02 while changing lanes. Per RCW 46.61.140 whenever any roadway has been divided into two or more clearly marked lanes for traffic a vehicle shall be driven as nearly as practicable entirely within a single lane and shall not be moved from such lane until the driver has first ascertained that such movement can be made with safety. Were it not for the actions of the driver of Unit 01, the collision would not have occurred. No citations or infractions issued. Report for information purposes. PAGE 3 OF 4 REPORT NO.
