DL State DLExp Address Primary Phone&Type AdditionalContact Number&Type Additional Contact Number&Type Race Sex DOB- Height Weight Even Hair Collision 2025-00001291 Page 2 OF 4 Case Number 2025-00001291 Officer Narrative Narrative 25-1291 On 02/09/2025 at 2048 hours I was dispatched to a hit and run collision at the intersection of Maple Valley Highway and 140th Way SE in the City of Renton, King County, Washington. The victim in this case was identified as Janessa Silva Torres (DOB: 12/19/2003) by WA DOL photo.Torres is referred to as Driver 2 in this report.The suspect remains unidentified and is referred to as Driver 1. Torres'vehicle is a 2016 Subaru Legacy(WA LP: CNK6778) and is referred to as Unit 2. The suspect vehicle is a white 2014 Volkswagen GTI (WA LP: CCX9031).The suspect was described as a Hispanic male with short dark hair.Torres stated that she would be able to identify the suspect if she saw him again and that she is willing to assist in prosecution. Pre-collision Driver 2 stated that she was stopped at a stoplight on Maple Valley Highway facing West preparing to perform a lefthand turn onto 140th Way SE. Driver 2 stated that she saw Unit 1 approaching from the rear into the turn lane. Collision Driver 2 stated that while stopped at the red light,the front bumper of Unit 1 collided with the rear passenger side bumper of Unit 2, causing minor damage. Driver 2 stated that she attempted to stop to exchange information, but Unit 1 did not stop and proceeded to flee. Unit 1 was last seen Eastbound on SE Petrovitsky Rd from 140th Way SE. Vehicle dispositions Both vehicles were operable. Injuries No injuries were reported. Officer: Arnold, Colin #1112509 Reviewed By: Tibeau, Quint G Date/Time: 02/10/2025 01 :1 1 Collision 2025-00001291 Page 3 OF 4 Case Number 2025-00001291 Officer Narrative-Continued Driver 1 did commit the crime of Hit and Run Attended (RCW 46.52.020) because the driver of any vehicle involved in an accident resulting only in damage to a vehicle which is driven or attended by any person or damage to other property must move the vehicle as soon as possible off the roadway or freeway main lanes, shoulders, medians, and adjacent areas to a location on an exit ramp shoulder,the frontage road,the nearest suitable cross street, or other suitable location.The driver shall remain at the suitable location until he or she has fulfilled the requirements of subsection (3) of this section. Subsection 3 states unless otherwise provided in subsection (7) of this section the driver of any vehicle involved in an accident resulting in injury to or death of any person, or involving striking the body of a deceased person, or resulting in damage to any vehicle which is driven or attended by any person or damage to other property shall give his or her name, address, insurance company, insurance policy number, and vehicle license number and shall exhibit his or her vehicle driver's license to any person struck or injured or the driver or any occupant of, or any person attending, any such vehicle collided with and shall render to any person injured in such accident reasonable assistance, including the carrying or the making of arrangements for the carrying of such person to a physician or hospital for medical treatment if it is apparent that such treatment is necessary or if such carrying is requested by the injured person or on his or her behalf. Under no circumstances shall the rendering of assistance or other compliance with the provisions of this subsection be evidence of the liability of any driver for such accident. Driver 1 violated this because he left the scene of a collision with an attended vehicle and did not provide the necessary information as outlined in section 3 of this RCW.
