NARRATIVE
24-6358
On 06/17/2024 at approximately 1200 hours, I was dispatched to a non-injury and non-blocking
vehicle collision at the intersection of NE 9th Street and Duvall Ave NE, within the City Limits of
Renton, County of King, State of Washington.
While en route, Dispatch advised that there was a single vehicle versus fire hydrant collision and that
no injuries were reported.
Upon my arrival, I confirmed there were no complaints of injury but did notice heavy mechanism to
the only involved vehicle. The involved vehicle had severed a city fire hydrant at the base and pushed
it forward at least ten feet while the vehicle came to a rest on top of the severed hydrant. I was able to
collect the involved party's information and summary of the events leading up to the collision.
The driver of Unit#1 was positively identified by pictured WADL. The driver of Unit#1 stated he and
his juvenile passenger had been traveling northbound on Duvall Ave NE and was going "a couple
miles per hour over the speed limit", and clarified with me that he believed he was going "38 in a 35
MPH zone". The driver of Unit#1 stated that the turn he needed to make had come up sooner than
he anticipated. The driver of Unit#1 attempted to negotiate the eastbound turn (right) onto NE 9th
Street but failed to navigate the turn subsequently striking a fire hydrant located on the NE corner of
NE 9th Street and Duvall Ave NE.
I believe the driver of Unit#1 was traveling at a high rate of speed prior to the collision and violated
RCW 46.61.400 as no person shall drive a vehicle on a highway at a speed greater than is
reasonable and prudent under the conditions and having regard to the actual and potential hazards
then existing. In every event speed shall be so controlled as may be necessary to avoid colliding with
any person, vehicle or other conveyance on or entering the highway in compliance with legal
requirements and the duty of all persons to use due care. I cited the driver of Unit#1 (Winfrey) by mail
for 46.61.400(1) Speed Too Fast for Conditions. Winfrey qualified for the City of Renton Youth Traffic
Court (YTC) and was made aware of the details by providing his mother with the YTC business card.
Unit#1 had to be impounded due to extensive damage. A case number was provided to the driver
and passenger of the involved vehicle.
