NARRATIVE
U2 SB Nile left turn (EB) to NE 4th green light; U1 WB NE 4th In #2 thought light was green; U1
swerve right to In #1 to avoid U2; dvr fender U 1 into dvr rear corner U2
On 06-25-2024 at about 0735 hours, I was dispatched to a blocking collision in the vicinity of NE 4th
St and Lyons Ave NE in the City of Renton, County of King, Washington State. I arrived at about
0743 and located the involved vehicles just west of the intersection of NE 4th St and Nile Ave NE on
the north shoulder.
The driver of Unit 02 was identified by WA DL and admitted to driving the listed vehicle. The driver's
primary language is Spanish and a passenger of Unit 02 assisted with translation. The driver was
wearing a seat belt and not injured as a result of the collision. Unit 02 was southbound in the 400
block of Nile Ave NE with the intent to turn left onto eastbound NE 4th St. Unit 02 entered the
intersection with a green traffic signal and was hit by Unit 01 which was on NE 4th St. The driver and
passenger both said Unit 01 was speeding.
The driver of Unit 01 was identified by WA DL and admitted to driving the listed vehicle. The driver
said he was wearing a seatbelt and not injured as a result of the collision. Unit 01 was westbound in
lane #2 (of 2) of NE 4th St. The driver of Unit 01 saw Unit 02 in the intersection so he swerved
towards lane #1 to avoid a collision. The driver side fender of Unit 01 collided with the driver side rear
corner of Unit 02. The driver of Unit 02 said he thought his traffic signal was green.
A witness to the collision departed the location prior to the arrival of police but left a name and phone
number with the driver of Unit 02. 1 called the witness to determine what they observed. The witness
was westbound in lane #1 of NE 4th St and stopped for a red traffic signal light at the intersection with
Nile Ave NE. The witness said the light had been red for some time when he observed Unit 02 enter
the intersection from the north, attempting to make a left turn. The witness said the signal light for
westbound traffic on NE 4th St was red when Unit 02 entered the intersection. The witness said Unit
01 ran a red light prior to the collision.
The damage to both vehicles was consistent with the information provided by the drivers. Both
drivers claimed to have a green traffic signal prior to entering the intersection. The independent
witness stated the traffic signal for westbound NE 4th was red.
The proximate cause of the collision was Unit 01 failing to come to a stop for a steady circular red
signal and colliding with Unit 02 in the intersection. RCW 46.61.055 states vehicle operators facing a
steady circular red signal alone shall stop at a clearly marked stop line, but if none, before entering
the crosswalk on the near side of the intersection or, if none, then before entering the intersection
control area and shall remain standing until an indication to proceed is shown. Unit 02 was
established in the intersection and had the right of way.
No citations or infractions issued. Report for information and insurance.
