EE90478 CASE# 24-6701 DATE OF COLLI r�510NN + 06/25/24 09:15 L1 NARRATIVE U2 WB SW 16th In #1 to turn NB to Lind; U1 WB SW 16th In #2 turn right into In #1 and collided with U2 On 06-25-2024 at about 0919 hours, I was dispatched to a Hit and Run collision in the area of SW 16th St and Lind Ave SW in the City of Renton, County of King, Washington State. One of the involved vehicles (WA - CGJ0314) left the area and was last seen driving northbound on Rainier Ave S. The involved reporting party was stopped at a nearby business and waiting for police. I arrived in the area at about 0952 hours. The driver of Unit 02 was identified by WA DL and admitted to driving the listed vehicle. The driver said she was wearing a seat belt and not injured as a result of the collision. Unit 02 was westbound on SW 16th St in lane #1 (of 3) with the intent to turn right onto northbound Lind Ave SW. At the intersection Unit 01 came into lane #1 and collided with Unit 02. The driver of Unit 01 got out of their vehicle and approached the driver of Unit 02. The driver of Unit 01 said "sorry" and got back into their vehicle and drove away. The driver of Unit 01 did not attempt to exchange information with the driver of Unit 02 as required by law. There were two (2) children in Unit 01. The driver of Unit 01 was described as an elderly Asian male. The driver of Unit 02 said she would be able to identify the driver of Unit 01. The driver of Unit 02 did not wish to pursue Hit and Run charges against the other driver and primarily wanted their insurance and contact information. The registered owner of Unit 01 resembled the description of the driver of Unit 01. At about 1023 hours I arrived at the DOL address for Unit 01 which was parked along the west side of the roadway in front of the residence. I observed damage to the front passenger door which corresponded with the damage to Unit 02. 1 made contact at the residence and located the registered owner who was later identified by WA DL as Ten V. Huynh (DOB 12-01-1953). Huynh's spoke limited English and his primary language is Vietnamese so a family member assisted with translation. Huynh admitted to driving the vehicle and being involved in the collision. Huynh said he told the other driver "sorry" after the collision. I asked Huynh if he had insurance for the vehicle and he said he did not have insurance. Huynh's six and nine year old grandchildren were in Unit 01 during the collision. The proximate cause of the collision was an improper lane change by the driver of Unit 01. RCW 46.61.140 states whenever any roadway has been divided into two or more clearly marked lanes for traffic a vehicle shall be driven as nearly as practicable entirely within a single lane and shall not be moved from such lane until the driver has first ascertained that such movement can be made with safety. Unit 02 was established in lane #1 and had the right of way. Based on my interaction with Huynh, I believe he does not fully understand the requirements of RCW 46.52.020 about providing information (name, address, insurance company, insurance policy number, vehicle license number and exhibit driver's license) to the driver of another vehicle when involved in a collision. The information provided by Huynh was consistent with the information provided by the driver of Unit 02.
