EE92148 CASE# 24-6709 OATS OF COLLI r�510NN + 06/25/24 11:50 L1 NARRATIVE 24-6709 On 06/25/2024 at approximately 1152 hours, I was dispatched to a non-injury and non-blocking vehicle collision in a private property parking lot, located at 1222 Bronson Way North, within the City Limits of Renton, County of King, State of Washington. While en route, Dispatch advised that the collision involved two vehicles and that the damage was in excess of$1,000. Upon arrival, I noticed heavy mechanism to the involved vehicles which was not typical for a parking lot-type collision. While on scene, I collected each of the involved parties driving documents and their independent recollection of the events leading up to the collision. The driver of Unit#1 stated that he was the sole occupant of his vehicle and was traveling southbound through the parking lot, specifically towards the west side of the lot near the Evergreen Beauty College entrance and was driving towards `Pizza Dudes' restaurant. The driver of Unit#1 stated he was intending to continue south but admitted to "making a mistake" and unintentionally hit a parked vehicle (Unit#2), causing the parked vehicle to spin 90-degrees into the building causing damage to a pilar and multiple exterior aggregate exterior receptacles. Unit#1 suffered significant damage to the front passenger bumper and quarter panel, as well as the front passenger tire which was flat and the front passenger door which could not be opened because of the collision. The owner of Unit#2 said his vehicle and was parked and unoccupied in front of the `Pizza Dudes' restaurant which his family owns. The owner of Unit#2 stated that his vehicle was backed into a parking stall just outside the main entrance to the restaurant. The owner of Unit#2 stated that Unit#1 was traveling at a high rate of speed through the lot when it suddenly collided with the front driver's side quarter panel/wheel of Unit#2. Unit#2 spun 90-degrees clockwise before contacting a pilar that supports the commercial building structure. Unit#2 suffered significant damage because of the collision. Two independent witnesses, identified as Christopher Yin and Star Bouchei, both claimed that Unit #1 was traveling at an unreasonable and unsafe speed through the parking lot. Bouchei specifically said that Unit#1 was "flying" through the lot and initially thought Unit#1 was going to flee because immediately following the collision, Unit#1 continued through the lot before turning around and coming back to the scene. It should also be noted that at the time of collision, it was an active and full parking lot with several pedestrians walking around and heavy vehicle traffic. The parking lot was active, and businesses were open as it was just before noon on a weekday. It is fortunate that no one was struck during this collision. Based on the above statements and after examining the heavy mechanism from the involved vehicles, I believe that the driver of Unit#1 is the predominant factor for the cause of collision due to traveling at unsafe speeds. I believe that the driver of Unit#1 violated RCW 46.61.525 -Negligent Driving in the second degree. This RCW is defined as a person being guilty of negligent driving in the second degree if, under circumstances not constituting negligent driving in the first degree, he or she operates a motor vehicle in a manner that is both negligent and endangers or is likely to endanger any person or property. "Negligent" means the failure to exercise ordinary care and is the doing of some act that a reasonably careful person would not do under the same or similar circumstances or the failure to do something that a reasonably careful person would do under the same or similar circumstances. Unit#1 had been seen traveling at a high rate of speed through the parking lot during active business hours with heavy vehicle and pedestrian traffic. I cited the driver of Unit#1 (Nichols) via mail for Negligent Driving in the second degree. Both Unit#1 and Unit#2 had to be impounded due to extensive damage. An exchange of information and case number were provided to all involved parties.
