On 02/10/2025 at approximately 2022 hours, I was dispatched to a two-vehicle hit and run collision that occurred at 2020 Grant AVE S. The reporting party (later identified as Lennie C Street DOB: 08-04-2000 verified WADL) had followed the suspect vehicle and saw it collide with another vehicle in front of Sante Fe Mexican restaurant located at 1170 Sunset BLVD NE before it continued northbound onto 1-405. Lennie then reported not only her collision, but the one she witnessed. I responded to Sante Fe Mexican restaurant to take both reports. (Refer to case 25-1328 for Lennie's collision report). Upon arrival, I contacted the involved parties and determined there were no injuries. While on scene, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit#2 identified himself as Clark James Cullen DOB: 09-08-1964 (verified WADL). Clark says he was driving his mother's vehicle, a white 2005 Chrysler Pacifica bearing Washington license plate AGY4195 (VIN: 2C8GF68435R253400). He was facing southbound in the 1150 block of Sunset BLVD NE waiting to turn eastbound onto the unmarked road that runs between NE Sunset BLVD and the Sante Fe Mexican restaurant. As he was stopped, a red Prius attempted to pass him on his driver side and struck his front driver side just above the headlight. There was obvious red paint transfer and minimal damage. The driver of the red Prius did not stop and continued driving after striking Unit #2. 1 took photos of the damage with my department issued cell phone and uploaded to Axon under this case number. Lennie witnessed the collision happen. She was able to confirm that it was the same vehicle that struck her vehicle earlier that same evening. Lennie continued to follow the Prius as it turned around and went northbound on 1-405 from NE Sunset BLVD. Lennie said that the vehicle was bearing Washington license plate CKF9280. Lennie discontinued following the vehicle as it traveled onto 1-405 and then called 911. The license plate CKF9280 returns on a red 2010 Toyota Prius (VIN: JTDKN3DU4A1312701). The DOL return shows it has a vehicle sold 01-05-2025 to a Guerra Zambrano at 5201 13th AVE S, LOWR, Seattle 98108. 1 requested Renton Front Counter to do a DAPS check of this address to attempt to identify the new registered owner. The name is Jesus Uriel Guerra Zambrano DOB: 11-03-1993 registered in DOL to that same address. Through dispatch, I requested that Seattle Police Department respond to this address and see if the registered owner knows where his vehicle is to attempt to identify who was driving the vehicle at the time of the collisions. Seattle Police Department said they were unable to contact anyone at the address. Lennie and Clark both confirmed they did not see the driver of the vehicle during either collision. At this time, I am unable to identify who the driver of the vehicle was. If the driver can be identified, I have probable cause for RCW 46.52.020, Hit and Run to Attended Vehicle.
