EE92380 CASE# 24-6905 OF COLLISION07/01/24 16:25 NARRATIVE 24-6905 On 07/01/2024 at approximately 1626 hours, I was dispatched to a non-injury and non-blocking vehicle collision at the intersection of South 180th Street (aka SW 43rd Street) and Lind Ave SW, within the City Limits of Renton, County of King, State of Washington. While en route, Dispatch advised that the collision involved three vehicles and that the involved parties had moved off the roadway and into a nearby parking lot. Upon arrival, I contacted all involved parties and confirmed no injuries had occurred requiring immediate medical response at the time of report. I collected each of the involved parties driving information and an independent summary of their involvement leading up to the collision. The driver of Unit#1 said she was the sole occupant of her vehicle and was traveling eastbound in about the 300 block of SW 43rd Street in lane 2 of 2. The driver of Unit#1 stated she was traveling directly behind Unit#2. While continuing eastbound, the driver of Unit#1 stated that traffic had come to an abrupt stop and that she was unable to avoid the collision. The driver of Unit#1 stated that her vehicle subsequently collided with the rear of Unit#2 causing moderate damage to the front of Unit #1. As a result of the initial impact, Unit#2 was pushed into Unit#3. The driver of Unit#2 said she and her juvenile passenger were traveling eastbound in about the 300 block of SW 43rd Street in lane 2 of 2. The driver of Unit#2 stated she was traveling directly behind Unit#3. The driver of Unit#2 stated she had come to a stop for queued traffic. The driver of Unit#2 stated that while stopped, Unit#1 collided with the rear of Unit#2 causing moderate damage to the rear bumper of Unit#2. Due to the initial impact, Unit#2 was pushed into the rear of Unit#3 causing additional damage to the front bumper of Unit#2. The driver of Unit#3 said he and his juvenile passengers were also traveling eastbound in about the 300 block of SW 43rd Street in lane 2 of 2. The driver of Unit#3 stated he had come to a stop for queued traffic. The driver of Unit#3 stated that while stopped, Unit#1 collided with the rear of Unit#3 causing minor damage to the rear bumper of Unit#3. The driver of Unit#3 later provided me with a copy of dash camera footage via email which I reviewed. It should be noted that Unit#3 is a Tesla and actually has four (4) cameras installed around the vehicle, to include front, back, and both sides of the vehicle. I reviewed all four camera angles from Unit#3's perspective which confirmed the above statements. This footage has since been uploaded to Evidence.com under the aforementioned case number. Based on the above statements, 1 determined that the Driver of Unit#1 (Almaw) was the predominant factor for the collision due to inattention causing a collision. I cited the driver of Unit#1 (Almaw) for Inattentive Driving. ALMAW violated Renton Municipal Code (RMC) 10-12-25 INATTENTIVE DRIVING: It shall be a traffic infraction, subject to RCW 7.80.120 (1)(a), for any person to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require. The driver of Unit#1 was not safely attentive to the roadway and did not stop her vehicle prior to colliding with other traffic. Per a DOL records check, the driver of Unit#2 (Garcia) was listed as `Not Licensed -Eligible'. A DOL WACIC check confirmed that Garcia was in violation of RCW 46.61.015-Driving any motor vehicle upon a highway in the State of Washington without a valid Washington State driver's license issued to Washington residents in her possession. Both Unit#1 and Unit#2 had planned for a private impound due to extensive damage. Unit#3 was able to be driven away without further incident.
